Job Summary

We are seeking a highly skilled and experienced Senior Legal Counsel to join our team at the Texas Historical Commission. As a key member of our organization, you will provide advanced legal services and support to our staff and programs.

Key Responsibilities
  • Provide legal advice and guidance on the administration of federally and state-funded programs, including drafting and reviewing correspondence, solicitations, contracts, and grant agreements.
  • Research and analyze state and federal laws and regulations to ensure compliance and provide recommendations for improvement.
  • Review and provide support on contract performance issues, findings of noncompliance, and breach of contract matters.
  • Attend commission meetings and provide legal support to THC staff, committees, and commissioners.
  • Research and draft legal memoranda on issues related to THC programs.
  • Attend and provide legal support at staff meetings, including briefings on grant awards and program implementation.
  • Provide program support in the area of administrative law, including agency rulemaking, public information requests, and compliance with open meetings.
  • Serve as a liaison with the Office of the Attorney General on litigation involving the agency, including preparing subpoenas, records, and documents for civil litigation.
  • Represent the agency in administrative hearings, including drafting briefs and representing THC at the hearings.
  • Draft, review, and finalize legal documents, including contracts, memoranda of agreement, and grant funding agreements.
  • Report to the THC Executive Director and provide regular updates on legal matters.
  • Monitor state and federal legislation and provide written reports and testimony at legislative hearings.
  • Advise Human Resources and management on interpreting, applying, and enforcing employment laws, rules, regulations, policies, and legal risks related to personnel matters.
  • Advise the agency on ethical matters, including providing training and conducting inquiries.
  • Inform the agency of privacy-related laws and regulations that impact THC operations.
  • Provide recommendations to ensure compliance with real estate laws and regulations that impact agency property ownership, management, and future acquisitions.
  • Represent the agency on prelitigation matters before the Texas Workforce Commission and other agencies.
Requirements
  • Graduation from an accredited four-year college or university and an accredited law school with a LL.B. or J.D. degree and a license to practice law in the State of Texas.
  • Minimum three years experience working as a licensed attorney.
  • Recent work experience in contracts and administrative law.
  • Experience making public presentations and demonstrating an ability to work with people at all levels of professional expertise in the agency's programs.
  • Valid driver's license and acceptable driving record.
  • Ability to travel up to 10% of the work period.
Preferred Qualifications
  • Experience working with federal and/or state grant programs.
  • Extensive experience drafting and reviewing contracts.
  • Experience working as an attorney in a governmental entity in Texas.
