Primary Function:
Under the guidance of the Superintendent, the General Counsel delivers comprehensive legal support to the Superintendent, selected personnel, and the Board of Trustees, encompassing representation and legal research. Aids the Superintendent and Board in fulfilling their legal responsibilities. Oversees all legal services required by the District and participates as a member of the Superintendent's Cabinet.
Key Responsibilities:
Legal Services
- Provides legal advice to the Superintendent, designated personnel, and Board on matters related to governance, employment, business operations, construction, real estate transactions, intergovernmental contracts, student discipline, contracted services, and special education.
- Represents the District in administrative and judicial matters as necessary.
- Drafts, reviews, and amends legal documents, including contracts and resolutions.
- Collaborates with district staff to draft, review, and update district board policies and administrative regulations.
- Reviews board meeting agendas prior to publication.
- Attends board meetings and other administrative gatherings to offer legal counsel to the Superintendent, Board of Trustees, and designated personnel.
- Coordinates legal services from external law firms, managing contracts and reviewing invoices.
- Works in conjunction with the Assistant Superintendent of Human Resources to provide legal support for district hearing officers regarding applicable grievances, complaints, and appeals as dictated by policy.
- Ensures compliance with relevant federal and state laws, regulations, and rules, including the Texas Public Information Act and the Texas Open Meetings Act.
- Conducts legal analysis related to the development and implementation of guidelines and prepares or updates materials for inclusion in relevant manuals and handbooks.
- Coordinates responses to inquiries from the Texas Education Agency, U.S. Department of Education Office for Civil Rights, and other regulatory bodies as appropriate.
- Provides legal guidance concerning district elections.
- Assists in formulating the District's legislative agenda and offers legislative services to advance this agenda.
- Monitors and interprets the implications of proposed or enacted legislation.
- Facilitates professional development training, including the preparation of training materials for staff and Board members.
- Assists in the organization, maintenance, and filing of all required reports, records, and documents as mandated by regulation, policy, and/or law.
- Supports student and personnel investigations and documentation as necessary.
- Monitors incoming Public Information Act requests, aids in record collection and responses, and prepares requests for opinions to the Attorney General.
Policy and Reporting
- Contributes to the development and execution of policies and regulations, and reviews materials for publication in handbooks.
- Compiles, maintains, files, and presents all necessary reports, records, and documents.
- Adheres to district safety protocols and emergency procedures.
Personnel Management
- Supervises and assesses the performance of the assigned Administrative Assistant.

Education/Qualifications:
- Juris Doctor degree from an American Bar Association-accredited law school.
- Licensed to practice law in the State of Texas.
- A minimum of three years of experience in public or private practice addressing legal issues related to local, state, and federal government, with a preference for experience in public school law.
