Job Description:

Financial Operations Manager:
This position reports directly to the executive leadership of the agency and is responsible for overseeing all financial operations within the organization. The role involves providing strategic vision and leadership by planning, directing, and coordinating financial functions that support the agency's service initiatives.
The Financial Operations Manager is tasked with developing the agency's Legislative Appropriations Request (LAR) and Operating Budget while managing the overall financial health of the organization. This includes crafting financial strategies and proposals to secure funding for various programs and services. The manager will present the LAR and provide testimony before legislative committees regarding financial matters.

Key Responsibilities:

Lead the financial activities for the agency, which focuses on comprehensive supervision and treatment of specific populations.

Provide financial guidance and support to implement mandated program changes. Ensure compliance with agency, state, and federal financial policies and procedures. Oversee the integrity of financial operations and establish adequate internal controls to protect financial assets. Conduct special financial studies and analyses, recommending solutions to complex financial issues. Manage significant financial transactions and develop strategies to optimize the use of appropriated funds. Approve budget transactions, including allocations and adjustments, and oversee vendor payments and revenue collection processes.

Supervise the preparation and analysis of the agency's budget, including the examination and review of operating budgets. Compile statistics and reports related to budgetary activities for presentation at meetings. Provide ongoing technical advice and assistance to agency management regarding fiscal matters.

Monitor agency revenues, expenditures, and balances to ensure compliance with budgetary constraints and implement corrective actions as necessary.

Prepare the agency's Legislative Appropriation Report (LAR), a comprehensive financial planning document that allocates resources effectively. The LAR is submitted to the Legislature and the Governor's Office to request funding for agency programs and services, detailing performance metrics, costs, and financing methods.

Coordinate with other financial leaders within the agency and with external entities on budgetary matters. Provide testimony to legislative committees and other stakeholders regarding the agency's financial operations.


Required Skills and Qualifications:
Extensive knowledge of governmental accounting and budgetary processes.
  • In-depth understanding of legislative appropriations and operating budget processes.

  • Proficiency in budget forecasting and financial analysis.

  • Advanced skills in cost allocation methodologies.

  • Expertise in financial software applications, including Excel and other governmental financial systems.

  • Strong ability to prepare accurate financial reports and interpret complex data.

  • Excellent communication skills, both verbal and written.

  • Ability to establish effective working relationships with colleagues and external partners.

  • Strong presentation skills for engaging with legislative committees and boards.
