Job Description:

Director II:
This role reports directly to the executive director of the agency and is responsible for overseeing all financial operations within the organization. The position provides strategic vision and leadership by planning, directing, and coordinating financial functions that support the agency's service programs.
The individual will lead the development of the agency's Legislative Appropriations Request (LAR) and Operating Budget while managing the agency's financial resources. This includes crafting financial strategies and proposals to secure funding for various programs and services. The role also involves presenting the LAR and providing testimony before legislative committees regarding financial matters.

Key Responsibilities:

Direct the financial operations for the agency, which focuses on the long-term supervision and treatment of specific populations.

Provide financial guidance and support to implement mandated program changes. Ensure compliance with all relevant policies and procedures while overseeing the integrity of financial operations and internal controls.

Conduct special financial studies and analyses, recommending solutions to complex issues. Manage intricate financial transactions and develop strategies to optimize the use of allocated funds. Approve purchase requisitions, budget transactions, and vendor payments; oversee the collection and processing of agency revenue; and establish the agency's chart-of-accounts structure.

Supervise the preparation and analysis of the agency's budget, including the examination and review of operating budgets, and compile reports related to budgetary activities for presentation at board or legislative meetings. Continuously provide technical advice and assistance to agency management regarding fiscal matters.

Monitor agency revenues, expenditures, and balances to ensure compliance with budgetary constraints and implement corrective actions as necessary.

Prepare the agency's Legislative Appropriation Report (LAR), a comprehensive document that allocates resources at various strategic levels and is submitted to the Legislature and the Governor's Office for funding requests.

The LAR outlines the agency's financial and human resource allocations for its programs and services, detailing performance metrics, costs, and financing methods.

Coordinate activities with other financial officers and provide testimony to legislative committees and boards regarding budgetary matters.


Required Knowledge, Skills, and Abilities:
Extensive knowledge of governmental accounting and budgetary processes.
