Job Overview:

The Texas Department of Aging & Disability Services is seeking a highly skilled individual to perform advanced consultative and technical assistance work under the guidance of the Director for the Office of Data Analytics and Special Projects, within the Community Health Improvement (CHI) Division.

This role encompasses division-level planning and coordination for all IT-related operations, including projects, asset management, initiatives, issues, and assignments.

Key responsibilities include identifying issues and risks associated with IT projects, processes, requests, and initiatives, while coordinating across CHI programs and HHS IT to plan, mitigate, and resolve challenges.

The position also involves providing technical assistance and training to CHI section IT liaisons in the planning, prioritization, and management of IT solutions.

This role reviews, analyzes, and ensures compliance with division and agency policies, while developing strategies to enhance IT-related operations and project management.

Additionally, the coordinator will participate in meetings on behalf of the division and prepare presentations, project summaries, talking points, and briefing documents to inform and/or request action from leadership.

The position operates with minimal supervision, allowing for significant initiative and independent judgment.

Working extra hours may be necessary to meet defined deadlines and support the agency's critical reporting requirements.

Essential Responsibilities:
EJF 1.

Oversee the prioritization, planning, and initiation of complex division IT projects, managing the development, coordination, and implementation of IT initiatives.

Identify issues, risks, and opportunities, facilitating appropriate actions to resolve and navigate challenges. Establish short-term, mid-term, and long-term goals and objectives.

Manage high-profile projects and complex assignments issued directly by agency leadership related to CHI data modernization, data interoperability, and IT solution development.

Maintain a project management and issue log to ensure awareness of each issue's status and risk mitigation needs. Report progress on resolutions to division and section leadership. Coordinate with programs and HHSC IT to identify solutions, ensuring adherence to best practices and standards. Follow up with program and IT staff to ensure resolution is achieved. (30%)

EJF 2.

Provide technical assistance, guidance, and training to CHI section IT liaisons in planning, prioritizing, analyzing, and overseeing the delivery of IT solutions and asset management.

Develop strategies to enhance IT-related operations and project coordination.

Guide section leadership in analyzing program requirements and procedures, developing and integrating new strategies to improve efficiencies.

Collaborate with sections to enhance operations and support the planning and execution of IT initiatives and special projects.

Assist in identifying and prioritizing section IT needs, ensuring alignment with agency and division goals by recognizing opportunities to utilize existing or future technology.

Monitor project progression and provide recommendations for the development, coordination, and implementation of initiatives and resolutions addressing operational dependencies and efficiencies.

Lead monthly IT meetings with section IT liaisons. (25%)

EJF 3. Interpret policies, procedures, rules, regulations, and standards of relevant agencies. Review, analyze, and ensure compliance with division and agency policies. Develop and maintain division-level IT-related policies, procedures, and standards of practice.

Assist in coordinating and optimizing CHI operations and program functions by providing training and guidance on technical efficiencies.

Offer guidance and consultation to programs on IT-related reports and presentations.

Maintain division asset inventories, including hardware and software, coordinating with IT staff, division financial analysts, and sections for new purchases and renewals.

EJF 4.

Represent the division and leadership in IT-related meetings and workgroups, including management committee meetings, investment advisory team meetings, project sponsor and executive steering committee meetings, and other meetings as assigned.

Prepare summaries, presentations, talking points, and briefings for division leadership and section IT liaisons. Complete assignments concerning IT and coordinate with sections to ensure accuracy and validity of information. (15%)

EJF 5.

Other duties as assigned may include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation.

Such participation may require an alternate shift pattern assignment and/or location.

Working extra hours may be necessary to meet defined deadlines and support the agency's critical reporting requirements.

Skill in the use of computer software such as Microsoft Word, Excel, PowerPoint, SharePoint, PowerPlatform (preferred), SmartSheets, or other project management tools.
