Overview

This role is situated within the Pipeline and Hazardous Materials Safety Administration (PHMSA), specifically in the Office of Planning and Analytics (OPA), Environmental Policy and Justice Division (EPJ). The selected candidate will be responsible for supervising the National Environmental Policy Act (NEPA) and other pertinent environmental regulations while directing initiatives that offer policy direction to the agency in fulfilling its environmental duties and compliance with related laws (e.g., Clean Water Act, Endangered Species Act).

Key Responsibilities

At the full performance level, the Environmental Compliance Analyst:
  • Delivers and executes policy direction, consultative support, and staff coordination in areas such as advising on regulatory updates to create new or modified safety regulations concerning pipeline and hazardous materials safety; evaluating the environmental consequences of special permits or approvals that exempt existing regulatory requirements; engaging in environmental assessments for grant applications; enforcing compliance with NEPA; and addressing other environmental policy inquiries as they arise.
  • Formulates and synchronizes guidance, support, methodologies, and collaboration on the evaluation of various environmental and ecological factors linked to the formulation and execution of PHMSA's regulations regarding pipeline safety and hazardous materials safety, including potential reviews and analyses associated with grant funding disbursement and decisions to issue special permits, approvals, or waivers.
  • Examines and evaluates the potential ramifications of PHMSA actions on technical aspects, which encompass wetlands, water quality, ecological, biological, and physical interactions of flora and fauna, vegetation management, watershed conservation, ecosystem approaches, historical and cultural preservation, and other related environmental components. Communicates and elucidates PHMSA's environmentally focused laws, regulations, and policies to other agencies and the public. Provides leadership in resolving conflicts in the domains of environmental protection and environmental justice.
  • Interprets and assesses the potential consequences of new regulations, waivers, approvals, and grant decisions. The primary focus of this role is on NEPA, while also involving other related environmental compliance statutes.
  • Implements strategies to enhance the effective integration of environmental and ecological principles in the grant process and the waiver and approval process.
The ideal candidate will be expected to act as a technical expert in environmental policy and analysis. The candidate should possess knowledge of NEPA and other relevant environmental laws. The candidate must be capable of producing work products, such as environmental assessments, that will aid PHMSA's decision-making and provide technical guidance related to environmental review activities.
