The Office of Surface Mining Reclamation and Enforcement (OSMRE) operates under the United States Department of the Interior, focusing on the establishment of a comprehensive program aimed at safeguarding both society and the environment from the detrimental impacts of surface coal mining activities. OSMRE's mission is to harmonize the nation's demand for ongoing domestic coal production with the imperative of environmental stewardship.

Key Responsibilities
This role is situated within the Department of the Interior, specifically in the Office of Surface Mining Reclamation and Enforcement (OSMRE), Program Support Directorate, Division of Reclamation Support.
At the full performance level (GS-11), the primary responsibilities of this role encompass:
1. Conducting policy and program evaluations to support initiatives, regulations, and strategies pertinent to the Surface Mining Control and Reclamation Act (SMCRA) Title IV and the Bipartisan Infrastructure Law (BIL) concerning Abandoned Mine Land (AML) Reclamation Programs.
2. Offering expert advice and technical support on a range of issues, including compliance with the National Environmental Policy Act, Environmental Justice, and the National Historic Preservation Act, as well as conducting data analysis related to environmental assessments and State/Tribal Program Amendments.
3. Investigating and sharing information on relevant legislative history, current and past OSMRE regulations, and the administrative functions, policies, and processes of related regulatory bodies.
4. Providing guidance to the Program Support Directorate and Regional Offices regarding the development, execution, and maintenance of abandoned mine land and coal mining regulatory frameworks.
5. Reviewing, assessing, and drafting documents such as briefing papers, standard operating procedures, technical reports, directives, and Federal Register Notices related to the AML Reclamation Program, ensuring completeness, accuracy, and adherence to established formats for higher-level approval.
OSMRE has determined that the responsibilities of this position are conducive to telework, subject to supervisor approval.
Compensation Information
GS-09: ($68,405 - $88,926) annually.
GS-11: ($82,764 - $107,590) annually.
New hires typically start at the lower end of the salary range for their grade level.
This announcement may be utilized to fill additional vacancies as they arise.
Requirements
Conditions of Employment

Minimum Qualification Criteria:
To qualify for this position, candidates must meet the (A) Education, (B) Specialized Experience, or (C) Combination of Education and Experience criteria for the series they are applying for.
GS-09
A. Education: A Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. if relevant.
OR
B. Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience outside the Federal service. Specialized experience includes assisting with policy and program evaluations related to environmental matters, reviewing and preparing documents, and utilizing databases for data management. Must meet all criteria.
OR
C. Combination of Education and Experience: A combination of qualifying experience and education totaling 100% of the requirement.
GS-11
A. Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if relevant.
OR
B. Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience outside the Federal service. Specialized experience includes developing policy and program evaluations related to environmental matters, reviewing and preparing compliance documents, and ensuring adherence to environmental statutes. Must meet all criteria.

C. Combination of Education and Experience: A combination of qualifying experience and education totaling 100% of the requirement.

Education
