Key Responsibilities

This role is situated within the U.S. Department of the Interior, specifically in the Office of Surface Mining Reclamation and Enforcement (OSMRE), within the Program Support Directorate, Division of Reclamation Support located in Washington, DC.

At the full performance level (GS-11), the primary responsibilities of this position encompass, but are not limited to:
1. Conducting thorough policy and program evaluations to support initiatives, policies, and strategies related to the Surface Mining Control and Reclamation Act (SMCRA) Title IV & Bipartisan Infrastructure Law (BIL) Abandoned Mine Land (AML) Reclamation Programs.
2. Offering expert advice and technical assistance on a variety of issues, including compliance and strategy related to the National Environmental Policy Act, Environmental Justice, and the National Historic Preservation Act, as well as data analysis pertinent to environmental assessments and State/Tribal Program Amendments.
3. Investigating and distributing information concerning relevant legislative history, current and past OSMRE regulations, and the operational policies and processes of other related regulatory bodies.
4. Advising the Program Support Directorate and Regional Offices on the development, execution, and maintenance of abandoned mine land and coal mining regulatory frameworks.
5. Reviewing, analyzing, and drafting documents such as briefing papers, standard operating procedures, technical reports, directives, and Federal Register Notices associated with the AML Reclamation Program, ensuring completeness, accuracy, and adherence to established formats for higher-level review.

OSMRE has determined that the responsibilities of this position are conducive to telework, and the selected candidate may be permitted to telework with supervisor approval.

Compensation Information
GS-09: ($68,405 - $88,926) annually.
GS-11: ($82,764 - $107,590) annually.
First-time hires to the Federal government typically start at the lower salary range of the grade level.

This vacancy may be utilized to fill additional positions as they become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, candidates must meet the (A) Education, (B) Specialized Experience, or (C) Combination of Education and Experience criteria for the series to which they are applying.

GS-09

A. Education: A Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if relevant.

OR

B. Specialized Experience: To qualify for the GS-09, candidates must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that equipped the applicant with the specific knowledge, skills, and abilities necessary to perform the duties of the position. This includes: 1) Assisting with policy and program evaluations related to Environmental matters. 2) Assisting with the review, analysis, and preparation of documents such as briefing papers and standard operating procedures; AND 3) Utilizing databases for data input and tracking. C. Combination of Education and Experience: A combination of qualifying experience and education that totals 100% of the requirement.

GS-11

A. Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if relevant.

OR

B. Specialized Experience: To qualify for the GS-11, candidates must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that equipped the applicant with the specific knowledge, skills, and abilities necessary to perform the duties of the position. This includes: 1) Developing policy and program evaluations related to Environmental matters. 2) Reviewing, analyzing, and preparing documents such as briefing papers and standard operating procedures. 3) Utilizing databases for data input and tracking; AND 4) Reviewing documents to ensure compliance with environmental statutes such as the National Environmental Policy Act, National Historic Preservation Act, and Endangered Species Act. Must Meet All.
