STATEMENT OF DUTIES

General Overview:
Oversees specific initiatives and acts as the project leader for the statutorily established Correctional Treatment Board.

Key Responsibilities:
This role entails the independent management of a highly specialized and intricate program or project. The complexity necessitates advanced collaborative strategies and problem-solving techniques. Responsibilities typically involve coordination with Director-level personnel both within and outside the Judicial Branch.

The Division of Probation Services (DPS) is currently seeking a Coordinator of Correctional Treatment Programs.

The salary range for this position is $6, $9,195.50 per month. Salary offers are determined by various factors, including relevant experience and budget constraints. Applicants are encouraged to submit a resume detailing all job-related experience for consideration in the selection process.

The ideal candidate will demonstrate strong leadership capabilities and a service-oriented mindset. At a minimum, the successful applicant will possess expertise in one or more of the following areas:

  • Experience in budgeting and criminal justice-based behavioral health programs
  • Ability to work autonomously with a high degree of integrity and accountability
  • Experience managing boards or commissions with executive-level members
  • Familiarity with the legislative process
  • Proven ability to collaborate with diverse stakeholders
  • Experience in organizing and managing large conferences
  • Strong oral and written communication skills
  • Excellent organizational abilities

Proficiency in MS Office applications (e.g., Teams, PowerPoint, Word, Excel) and virtual meeting platforms is preferred. Interested candidates should specify these skills in their application, resume, and responses to screening questions.

ESSENTIAL FUNCTIONS

Serves as the primary contact for the Correctional Treatment Board and Judicial District Drug Offender Treatment Boards (Local Boards). Coordinates committee and sub-committee meetings for the Correctional Treatment Board, including agenda preparation and minute-taking. Oversees the implementation of Correctional Treatment Board initiatives in collaboration with other state agencies and stakeholders. Manages the Correctional Treatment Board Funding Application process, assisting in application preparation, monitoring funded projects, and compiling quarterly reports for the board. Provides technical support to community stakeholders to facilitate the establishment and efficient operation of Local Treatment Boards. Prepares multi-agency annual funding plans and summaries of funding requirements as part of the Judicial budget process. Acts as the central point of contact and coordinates all aspects of the annual Colorado Collaborative Justice Conference. Reviews and assesses organizational processes, policies, practices, structures, functions, programs, work methods, resources, relationships, management, and program performance; conducts analyses and formulates proposals to enhance efficiency and effectiveness. Compiles and analyzes collected information; verifies accuracy; identifies issues and problems; formulates recommendations to promote change. Prepares reports, schedules, forms, procedures, and directives based on research and evaluation of issues and problems. Drafts rules and administrative recommendations.

Establishes and maintains the Correctional Treatment Board website.

Monitors and analyzes proposed legislation for potential impacts.

Prepares budget requests and oversees budgets for small projects; prepares and monitors grant requests.

Develops and implements procedures for operating and maintaining necessary administrative systems.

Establishes response protocols for internal and external information requests.

Attends meetings and training as required.

Performs additional duties as assigned.

SUPERVISORY RESPONSIBILITIES:
May oversee volunteers or interns. May plan, direct, and coordinate activities for a multi-agency unit. Responsibilities include scheduling and assigning work, training in all aspects of the role, quality control, and making decisions affecting the pay, status, and tenure of others. May conduct performance evaluations and participate in discipline, dismissal, and hiring processes.

MINIMUM QUALIFICATIONS

Education:
Graduation from an accredited college or university with a bachelor's degree and a total of four years of experience in funds management, criminal justice programs, behavioral health programs, management analysis, or related fields. Additional work experience in these or other related fields may be substituted on a year-for-year basis for the required formal education. Supervisory experience is preferred. A working knowledge of the Colorado legislative, budgeting, behavioral health, and criminal justice systems is preferred.

The employee occasionally stands and reaches with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.

Work Environment:
The noise level in the work environment is typically quiet. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may manage multiple calls and inquiries simultaneously; and may occasionally cover for absent staff on short notice.
