STATEMENT OF DUTIES

General Overview:
This role involves overseeing specific initiatives and acting as the project leader for the statutorily established Correctional Treatment Board.

Key Responsibilities:
This position entails the independent management of a highly specialized and intricate program or project. The complexity necessitates advanced collaborative techniques and problem-solving skills. Responsibilities include coordination with Director-level personnel both within and outside the Judicial Branch.

The Division of Probation Services (DPS) is seeking a Coordinator of Correctional Treatment Programs.

The compensation for this position ranges from $6,000 to $9,195.50 monthly. Salary offers will consider various factors, including relevant experience and budget constraints. The DPS office operates under a flexible workplace policy, allowing for both remote and in-person work based on individual and organizational needs.

Preferred Qualifications:
The ideal candidate will demonstrate strong leadership capabilities and a service-oriented mindset. At a minimum, candidates should possess expertise in one or more of the following areas:

  • Experience in budgeting and criminal justice-related behavioral health programs
  • Ability to work autonomously with integrity and accountability
  • Experience managing boards or commissions with executive-level membership
  • Understanding of the legislative process
  • Proven ability to collaborate with diverse stakeholders
  • Experience in organizing and managing large conferences
  • Strong oral and written communication skills
  • Excellent organizational abilities

Proficiency in MS Office applications (e.g., Teams, PowerPoint, Word, Excel) and virtual meeting platforms is preferred. Interested candidates should specifically highlight these skills in their application, resume, and responses to screening questions.

ESSENTIAL FUNCTIONS

Act as the primary contact for the Correctional Treatment Board and Judicial District Drug Offender Treatment Boards (Local Boards). Coordinate committee and sub-committee meetings for the Correctional Treatment Board, including agenda preparation and minute-taking. Facilitate the implementation of Correctional Treatment Board initiatives in collaboration with other state agencies and stakeholders. Manage the Correctional Treatment Board Funding Application process, including assisting in application preparation, monitoring funded projects, and compiling quarterly reports with the board. Provide technical assistance to community stakeholders to enhance the establishment and operation of Local Treatment Boards. Prepare multi-agency annual funding plans and Correctional Treatment Board summaries as part of the Judicial budget process. Serve as the central point of contact for all aspects of the annual Colorado Collaborative Justice Conference. Review and assess organizational processes, policies, practices, structures, functions, programs, work methods, resources, relationships, management, and program performance; conduct analyses and develop proposals to improve efficiency and effectiveness. Compile and analyze collected information; verify accuracy; identify issues and problems; formulate recommendations for change. Prepare reports, schedules, forms, procedures, and directives based on research and evaluation of issues and problems. Draft rules and administrative recommendations.

Additional Responsibilities:
Establish and maintain the Correctional Treatment Board website. Monitor and analyze proposed legislation for potential impacts. Prepare budget requests and oversee budgets for smaller projects; prepare and monitor grant requests. Develop and implement procedures for the operation and maintenance of necessary administrative systems. Establish response protocols for internal and external information requests. Attend meetings and training as required. Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES:
May supervise volunteers or interns. May plan, direct, and coordinate activities for a multi-agency unit, including scheduling and assigning work, training, quality control, and making decisions affecting pay, status, and tenure. May conduct performance evaluations and participate in discipline, dismissal, and hiring processes.

MINIMUM QUALIFICATIONS

Education:
Graduation from an accredited college or university with a bachelor's degree and a total of four years of experience in funds management, criminal justice programs, behavioral health programs, management analysis, or related fields. Additional work experience may substitute for formal education on a year-for-year basis. Supervisory experience is preferred. Familiarity with the Colorado legislative, budgeting, behavioral health, and criminal justice systems is preferred.

Physical Demands:
While performing the duties of this job, the employee is regularly required to communicate verbally and audibly. The employee frequently uses hands and fingers and reaches with hands and arms. Occasionally, the employee may need to stand and reach with hands and arms and may lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, peripheral vision, and the ability to adjust focus.

Work Environment:
The noise level in the work environment is typically quiet. This position may involve varying and unpredictable situations, handling emergency or crisis situations, and managing multiple calls and inquiries simultaneously. The employee may occasionally need to cover for absences on short notice.
