Position Overview

The selected candidate will assist the Vocational Rehabilitation fiscal team by evaluating financial transactions and documentation, as well as generating financial statements and reports to manage and account for resources. This role requires the application of generally accepted accounting principles (GAAP) and adherence to relevant laws, regulations, and policies, while also offering technical support on financial matters.

Key Responsibilities

The following are essential duties that are integral to all roles within this classification. This list is not exhaustive and employees may perform similar tasks not specifically mentioned here.

  • Examine and assess financial transactions and records for accuracy, ensuring compliance with agency budgets, applicable agreements, grants, or contracts, as well as state or federal laws and regulations.
  • Consolidate, analyze, and reconcile data from journals, records, and documents to the general ledger; perform trial balances and implement corrections, updates, and adjustments to maintain balanced funds and an audit trail.
  • Review financial transactions, classifications, and codes for accuracy, recommending necessary changes.
  • Uphold internal controls and apply accounting principles, practices, and standards.
  • Provide guidance and technical advice on assigned fiscal functions.
  • Compile, analyze, and prepare various financial statements and reports that reflect the organization’s financial health, aiding in financial, budgetary, and personnel planning.
  • Research and supply data, reports, and documentation to state, federal, and independent auditors, as well as respond to other requests for financial information.
  • Utilize commercial and proprietary automated information systems and software to investigate, review, evaluate, and report on financial data.
  • Deliver exceptional customer service to both internal and external stakeholders through various communication methods.
  • Effectively communicate and engage with individuals from diverse backgrounds, abilities, genders, ethnicities, ages, and races.
  • May oversee purchasing, disbursement, and inventory management of equipment and supplies.
Job Requirements

Fiscal Advisor I

Applicants must demonstrate competence in the following areas:

  1. One year of experience in processing accounting, auditing, or payroll transactions in accordance with applicable laws, regulations, and policies.

OR

  1. Six months of experience in auditing, examining, preparing, analyzing, or reconciling financial accounts while ensuring compliance with relevant laws and regulations.

OR

  1. Possession of an Associate's degree or higher in Accounting or a related field.

Fiscal Advisor II

Applicants must demonstrate competence in the following areas:

  1. One year of experience in compiling, analyzing, and reporting financial data to ensure effective accounting of funds or to make financial projections.
  2. One year of experience ensuring compliance of financial transactions with budgets, agreements, grants, or contracts, and state or federal laws.
  3. Six months of experience in researching and analyzing accounting transactions to reconcile discrepancies and maintain an audit trail.
  4. Coursework or experience in staff supervision, which may include leading the work of others.

Fiscal Advisor III

Applicants must demonstrate competence in the following areas:

  1. Two years of experience in compiling, analyzing, and reporting financial data for effective accounting or financial projections.
  2. Two years of experience ensuring compliance of financial transactions with budgets, agreements, grants, or contracts, and state or federal laws.
  3. Six months of experience analyzing financial issues, developing alternatives, and advising management on solutions.
  4. Coursework or experience in staff supervision, which may include leading the work of others.
Additional Information

This position is eligible for telework in accordance with the State of Delaware's Alternative Work Arrangement Policy.
