Position Overview: The Director of Youth Homeless Services is responsible for the strategic development, implementation, and oversight of the agency's Shelter, Drop-In, and Support Services within the Homeless Youth Services Division. This role ensures compliance with contracts, accreditation standards, and budgetary guidelines while integrating the perspectives of youth and young adults into service delivery.

Reporting Structure: This position reports directly to the Senior Director of Homeless Youth Services.

Key Responsibilities:

  1. Leadership and Management: Participate as a member of the Senior Leadership Team, maintaining adherence to the agency's standards, policies, and strategic goals.
  2. Foster collaborative relationships with funding bodies, referral sources, and partner organizations.
  3. Develop and oversee annual work plans that align with budgetary and strategic objectives.
  4. Ensure cross-departmental collaboration to meet health, safety, and fiscal standards while promoting innovation.
  5. Manage and prepare budgets for various services, ensuring compliance with grant and contract stipulations.
  6. Oversee accurate data collection and reporting to meet agency and funding requirements.
  7. Implement program evaluation procedures and ensure adherence to Performance and Quality Improvement (PQI) protocols.
  8. Address compliance issues promptly and effectively.
  9. Maintain the agency's physical property in a safe and appealing condition.
  10. Represent the agency on regional and state service provider networks.
  11. Complete required forms and reports in a timely manner.
  12. Participate in on-call rotations to address urgent needs during non-business hours.

Service Design and Delivery:

  1. Develop comprehensive program guidelines, including goals, methodologies, and evaluation criteria.
  2. Ensure adherence to administrative and personnel policies, revising manuals as necessary.
  3. Engage in professional development opportunities to enhance knowledge and skills.

Personnel Management:

  1. Oversee the hiring, training, and supervision of managers responsible for Drop-In Services, Shelter Services, and Outreach.
  2. Ensure timely completion of performance evaluations.
  3. Conduct regular supervision meetings with managers and staff.
  4. Monitor employee performance and alignment with agency objectives.
  5. Ensure compliance with agency policies during disciplinary actions.
  6. Collaborate with Human Resources on employee-related matters.
  7. Work with the Director of Learning and Development to create training opportunities.
  8. Participate in the selection and supervision of interns and volunteers.
  9. Ensure employees are familiar with their roles and agency policies.
  10. Provide direct client services and support during crises as needed.

Community Engagement:

  1. Maintain strong relationships with funders and community partners.
  2. Assess community needs to inform service offerings.
  3. Act as a liaison to enhance service requests and collaboration.
  4. Represent the agency at community and governmental meetings related to funding and program development.

Qualifications:

  1. Bachelor's degree in a relevant human services field is preferred.
  2. A minimum of five years of experience working with youth experiencing homelessness or housing instability.
  3. At least three years of supervisory or management experience.
  4. Proficient in MS365 Power Platform.

Additional Requirements:

  1. Successful completion of a criminal history check.
  2. Must pass a tuberculosis (TB) test.
  3. Reliable transportation and a valid driver's license are required.
  4. Safe driving record as defined by agency standards.
  5. Auto liability insurance compliant with agency requirements is necessary.
  6. Completion of health certification requirements within 30 days of employment.
  7. Proof of COVID-19 vaccination is mandatory.
