The Housing Services Manager is responsible for the strategic development, execution, and oversight of essential services tailored for youth and young adults facing homelessness or those who have previously experienced it. This role encompasses a variety of services, including Intake, Case Management, Rental Assistance, and Housing Stability Services.
The Housing Services Manager prioritizes the needs of clients, striving to minimize obstacles to service access.
Reporting Structure: Reports directly to the Director of Housing and Support Services.
Key Responsibilities
Supervisory Responsibilities
- Collaborate with Human Resources to recruit, interview, select, onboard, train, supervise, and evaluate team members.
- Assist the Director in developing onboarding and training programs in alignment with contracts, grants, licensing, and accreditation standards.
- Notify the Director and Human Resources of any performance issues that may necessitate disciplinary measures.
- Conduct weekly supervision meetings with Case Managers to ensure effective service delivery.
- Maintain accurate and up-to-date supervision records for all employee meetings.
- Manage the Emergency Phone Line on a rotating schedule.
- Lead and facilitate regular team meetings to promote collaboration.
- Ensure comprehensive training for staff, emphasizing Housing First principles, Trauma-Informed Care, Harm Reduction, and Positive Youth Development.
- Ensure that all employees are well-versed in agency policies, procedures, and job descriptions.
Service Design and Delivery Responsibilities
- Ensure adherence to major grants, contracts, data collection, and reporting obligations.
- Familiarize with and monitor the implementation of requirements from funding and referral agencies.
- Foster positive relationships with key personnel from funding and referral agencies.
- Prepare and submit accurate reports to funders as required.
- Meet weekly with the Director to discuss program operations, policies, and client status.
- Maintain minimal program vacancies through timely placements of qualified young adults.
- Review and approve necessary case notes, documentation, and reports.
- Comply with agency policies, procedures, accreditation standards, and funding requirements.
Client-Centered Responsibilities
- Oversee the creation of individualized living plans for clients.
- Ensure timely completion of all required forms and reports for the agency and funders.
- Supervise the delivery of support services, including employment assistance, rental aid, housing stability, and permanent housing support.
- Oversee quarterly Performance and Quality Improvement (PQI) reviews and summaries.
Community Engagement Responsibilities
- Cultivate positive relationships with administration, healthcare providers, faith-based organizations, and other service providers.
- Establish and maintain strong connections with community agencies to identify essential services for youth.
- Represent the agency in inter-agency task forces and networks.
- Collaborate with other providers to share program information and coordinate services.
Qualifications
a. Education and Experience
- A Bachelor's degree in a human services field is preferred.
- A minimum of five years of relevant experience, particularly in supporting young individuals facing homelessness or housing instability.
- At least two years of supervisory or management experience is required.
- Proficiency in MS365 Power Platform is essential.
b. Additional Requirements
- Successful completion of a criminal history check is mandatory.
- A tuberculosis (TB) test must be passed.
- Reliable transportation and a valid driver's license are required.
- Individuals operating vehicles for agency business must maintain a safe driving record.
- Auto liability insurance compliant with agency requirements is necessary for those using personal vehicles for agency purposes.
- Completion of health certification requirements, including CPR, First Aid, and Bloodborne Pathogens, within 30 days of employment is required.
- Proof of COVID-19 vaccination is mandatory, with no exemptions.
c. Knowledge, Skills, and Abilities
- Ability to engage with diverse populations in a culturally responsive manner.

- Excellent verbal and written communication skills are essential.

- Capacity to observe and discuss behavioral concerns and propose appropriate alternatives.
- Ability to maintain professional boundaries.
- Willingness to learn and implement relevant accreditation standards and participate in PQI processes.
- Proficiency in Microsoft Office applications is required.
