Job Summary

We are seeking a highly skilled and experienced Human Resources Director to join our team at the State of Oregon. As a key member of our Executive Leadership Team, you will be responsible for providing strategic leadership and direction to the Human Resources section, ensuring that our agency's mission and goals are achieved.

Key Responsibilities
  • Lead and develop a high-performing Human Resources team to meet the current and future needs of the agency.
  • Provide expert advice and guidance to Department managers and employees on HR-related matters, including collective bargaining agreements, policies, and procedures.
  • Collaborate with internal and external stakeholders to achieve business objectives and promote a positive work environment.
  • Develop and implement strategies to improve employee engagement, retention, and development, and to enhance the overall quality of our workforce.
  • Oversee the negotiation of collective bargaining agreements and analyze proposals to ensure alignment with agency goals and objectives.
  • Build and maintain relationships with key stakeholders, including union representatives, managers, and employees, to promote a positive and productive work environment.
  • Stay up-to-date with changing laws, regulations, and best practices in HR, and apply this knowledge to inform decision-making and drive business results.
Requirements
  • Seven years of supervision, management, or progressively related experience; or four years of related experience and a bachelor's degree in a related field.
  • Strong leadership and management skills, with the ability to inspire and motivate a high-performing team.
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders.
  • Ability to analyze complex data and make informed decisions that drive business results.
  • Strong problem-solving and conflict resolution skills, with the ability to navigate complex issues and find creative solutions.
Preferred Qualifications
  • Comprehensive expertise working in Human Resources within Oregon state government, including managing HR teams, supporting managers, and working in a unionized environment.
  • Experience with HR systems, including recruitment, talent management, and performance management.
  • Knowledge of labor laws and regulations, including collective bargaining agreements and employment law.
