Job Summary:

We are seeking a highly skilled and experienced Senior Human Resources Business Partner to join our team at the State of Oregon. As a key member of our HR team, you will provide strategic HR guidance and support to our managers and employees, driving business results and fostering a positive work environment.

Key Responsibilities:
  • Provide expert HR consultation and guidance on employee relations, labor relations, performance management, employee leaves, safety, training and development, and position management.
  • Collaborate with managers and employees to resolve workplace issues, concerns, and grievances, ensuring a fair and equitable work environment.
  • Investigate allegations of discrimination, harassment, or other unlawful employment practices, taking prompt and effective action to address any issues.
  • Develop and conduct training programs for managers and employees on human resource management and labor relations, promoting a culture of compliance and excellence.
  • Act as the agency's Safety Officer, coordinating the safety program and chairing the Safety & Accident Review Board.
  • Serve as the agency's Affirmative Action/EEO Representative, ensuring compliance with all relevant laws and regulations.
  • Provide HRIS support, utilizing Workday or other HR systems to manage employee data and benefits.
Requirements:
  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a related field.
  • Three years of Human Resource professional-level experience, or equivalent combination of education and experience.
  • Valid certification as a Professional in Human Resource (PHR) or Senior Professional in Human Resource (SPHR), or equivalent.
  • Strong knowledge of human resource principles, laws, and regulations, with the ability to apply this knowledge in a fast-paced business environment.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with managers, employees, and stakeholders.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
Preferred Qualifications:
  • Master's degree in Human Resource Management or a related field.
  • SHRM Certified Professional (SHRM-CP) or equivalent certification.
  • Experience with Workday or other HRIS systems.
  • Strong analytical and problem-solving skills, with the ability to think critically and make sound decisions.
  • Ability to work independently and as part of a team, with a strong commitment to customer service and excellence.
