Job Summary

We are seeking a highly skilled Human Resource Analyst 1 to join our team at the State of Oregon. As a key member of our Human Resources department, you will play a critical role in supporting the management of our personnel program, ensuring compliance with laws, rules, and policies of the Federal and State Governments.

Key Responsibilities
  • Assist in the management of the Department's personnel program, ensuring compliance with laws, rules, and policies of the Federal and State Governments.
  • Work to ensure personnel actions taken by management are in compliance with the collective bargaining agreements in force, if applicable.
  • Provide support in the development and implementation of HR policies and procedures.
  • Assist in the recruitment and selection process, including developing and posting job announcements, screening applications, and conducting interviews.
  • Provide excellent customer service to employees and management, responding to inquiries and resolving issues in a timely and professional manner.
  • Collaborate with other HR staff to develop and implement training programs, including classroom instruction and online training modules.
  • Assist in the administration of benefits, including health insurance, retirement plans, and other employee benefits.
Requirements
  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority.
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one year of Human Resource experience.
  • Three years of Human Resource paraprofessional or technical-level experience.
Preferred Skills
  • Experience in database management, such as Excel, Access, and Visio or SQL or HR Information Systems (HRIS).
  • Experience in at least one Human Resources function, such as Recruitment and Selection, Protected Leave, Salary Implementation and Administration, and/or Classification of positions.
  • Experience writing, editing, and/or analyzing reports.
  • Experience assisting customers in the interpretation of laws, rules, or policies.
  • General understanding of labor laws, such as AA/EEO, OSHA, FMLA, and OFLA leaves.
