MINIMUM QUALIFICATIONS REQUIRED:
High School Diploma or GED.

10 years of experience through a combination of the following: Supervision, Construction Management, Right of Way, Clearance Process, Computer spreadsheet/database, and administration.

Bachelor's Degree in a STEM field or equivalent experience.

Requires a Valid Driver's License (subject to motor vehicle review).

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Coordinates Water/Wastewater personnel in achieving regulatory compliance timelines as it pertains to the NPDES Permit.


Enhances staff performance by providing consultation, training, and recommending corrective measures for employees; planning, monitoring, and evaluating job tasks and outcomes in a timely manner.

Develops and monitors regulatory compliance milestones, ensuring the Water/Wastewater team meets targets and objectives.

Facilitates update activities, meetings, and data sharing with management.

Coordinates broader tasks, projects, goals, development, and work production.


Oversees personnel management, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and recommends personnel actions; motivates employees to achieve optimal productivity and performance.

Establishes measurable performance expectations for assigned staff in alignment with departmental goals and objectives.


Establishes, implements, and communicates goals, objectives, policies, and procedures in accordance with strategic plans and applicable laws, regulations, ordinances, and regulatory agencies.

Conducts regular staff meetings to ensure effective communication regarding personnel and program-related activities.

Achieves financial objectives by preparing and managing the annual budget, presenting, and justifying budget recommendations to relevant personnel. Assists with all Division and District budget formulation, review, and submission.

Guides, instructs, or directs District and Division Management staff on assignments and requested actions or reporting. Engages with Managers on routine required reporting and performance metrics.

Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends policies and procedures; provides input in the development and administration of program budgets; prepares written or statistical reports using computer software (including tables, charts, graphs) to disseminate, interpret, or explain information to external agency staff, facility operations, governmental agencies, customers, and/or the public.Guides, instructs, or directs District and Division Management staff on DGM assignments and requested actions or reporting. Engages with Managers on routine required reporting and performance metrics.

Monitors regulatory requirements and coordinates responses; interacts and communicates with regulatory agencies in person and in writing.

Performs duties in a professional manner and collaborates effectively with others or in a team setting.

Provides progress and status reports to supervisors. Supplies data and information to GM and DGM management for the decision-making process.

Establishes and maintains cooperative working relationships with colleagues, external agencies, and the public.

Reports to the Principal Engineer.

While the Principal Engineer will provide guidance on complex tasks and departmental goals, this position requires minimal direction to complete daily operations.

Performs other duties as assigned.
