Description

Nickol Global Solutions (NGS) seeks an experienced and versatile Vice President to oversee finance and operations within our growing firm. The Vice President (VP), Finance and Operations (VPFO) is a strategic leader and a key member of the NGS executive team. The VPFO is responsible for leading and integrating key financial and operational functions within NGS, including human resources, contracts and corporate administration, information technology, accounting and finance, corporate insurance, pricing, and facilities. Based at the NGS home office, the VPFO plays an integral role in organizational planning, continuous improvement, and implementation of collaborative strategies that support NGS' compliant and efficient operations as well as strategic growth. The ideal candidate should have experience leading corporate finance and operations within an international development for-profit firm, providing support and building a thriving infrastructure for a rapidly growing organization. The VPFO reports to CEO.

This is an exciting opportunity to join a growing woman-owned small business solidifying its reputation as a high-quality USAID implementing partner. The position will be based in Alexandria, VA. NGS staff are expected to work in person three days per week from our Alexandria, VA headquarters. Applicants must be legally authorized to work in the US for any employer without sponsorship.

DUTIES:

The VPFO will have the overall responsibility for:

  • Provides overall direction, oversight, and implementation of financial and operational activities in compliance with federal, state, local laws, and NGS's policies and procedures.
  • Leads and integrates international human resources, office operations, information technology, and financial and operational functions in support of the company's strategic vision.
  • Serves as primary company interface with executive team, directors, and other leaders globally to optimize planning, resource allocation, and operational support.
  • Ensures quality control and overall responsiveness of functional support areas with accountability for accuracy and efficiency.
  • Develops and effectively implements annual plans and the corporate indirect rate budget and forecast as well as key performance indicators and long-term strategic objectives for the company.
  • Oversees company's accounting and finance function, with overall accountability for all activities within the accounting department, including payroll, accounts receivable, accounts payable, general ledger, systems, preparation of the consolidated company financial statements, tax, incurred cost submissions, audits, and cash flow management.
  • Manages corporate cash position planning and execution including forecasting the timing of receivables, recurring and intermittent payables, and manage the weekly AP planning and release for CEO approval.
  • Leads annual corporate budget development process and monthly reforecasting; regularly reviews the operating budget as well as monthly budget-to-actuals; maintains effective systems for tracking burn rates and revenue/profit projections; indirect expense tracking; and addresses anomalies in revenue and expenses. Builds capacity of program management units (PMUs) to support responsible financial management of their assigned projects.
  • Oversees company's contractual compliance program as both a federal prime and subcontractor, ensuring NGS policy and procedure are prepared and updated to meet contractually mandated terms and conditions for its work, the award of subcontracts, subawards, and grants under contract, and the implementation of all service agreements.
  • Reviews all non-disclosure and teaming agreements, procurement documentation and contracts and subcontracts before ratification.
  • Proactively plans and identifies risks related to staff security, company's physical and information technology (IT) assets, and business continuity.
  • Develops effective risk mitigation programs to include insurance products, written policies, procedures, with appropriate adjustments, and builds company awareness.
  • Ensures domestic and international human resource management (HRM) automated processes are consistent, accurate, streamlined, and in accordance with relevant federal, state, and local requirements/regulations. HRM includes recruitment, competitive compensation and benefits, performance management, and employee relations.
  • Oversees management of company facilities and equipment, leases, capital expense, technology requirements, and related knowledge management systems.
  • Serves as the corporate secretary for matters of administration, foreign office registration, or state and subsidiary registrations.
  • Supervises, mentors, and evaluates staff, communicating clear performance goals and standards, regular performance feedback and prompt resolution of problems, and opportunity to grow and develop in key competency areas.
  • Accountable for preparing and/or reviewing all cost and price volumes and budgets for all proposed or active work in line with delegated revenue, gross and net margin targets or seeking CEO approval for pricing deviations.
  • Ensures timely and consistent communications with CEO on functions under her/his purview.
Requirements
  • Advanced degree, MBA preferred, or equivalent business experience including cash, P&L, and indirect rate management.
  • At least 10 years of relevant experience in roles of similar complexity.
  • At least five (5) years of supervisory experience in operations for government contractor; USAID or other international experience preferred.
  • Experience in organizational development, human resources, administrative operations, facilities management, and information technology.
  • Demonstrated high level of initiative, accountability, maturity, and follow-through.
  • Proven track record of strong analytical and problem-solving skills.
  • Strong business acumen with broad understanding of international development industry, experience with small business set-aside programs preferred.
  • Demonstrated ability to promote an organizational culture that reflects NGS's core values of accountability, adaptability, collaboration, inclusivity, and impact.
  • Proven ability to set overall strategy and to drive process improvement.
  • Proven track record as a team leader with strong supervisory and management skills.
  • Demonstrated project and budget management skills.

  • High proficiency in Microsoft Office software products.
  • Active security clearance at secret level or above preferred.
