Position Overview:

St. Catherine’s Center for Children is seeking a self-motivated, energized, organized and engaging Human Resources Recruiter. Under the direction of the Director of Human Resources, the Recruiter will drive the agency’s staffing initiatives, through development and implementation of effective recruiting strategies that will attract a diverse pool of qualified candidates.

This position reports directly to the Director of Human Resources and works collaboratively with HR Generalists and Staff Development Specialist; Coordinates with members of the Training team, IT, and program hiring managers.

Duties & Responsibilities include, but are not limited to:

  • Collaborate with program hiring managers to identify hiring needs and formulate specific recruiting strategies.

  • Continuously seek to expand recruiting efforts (universities, job fairs, social media, etc.).

  • Identify opportunities to improve online presence and ease of application process.

  • Update and maintain human resources information system (HRIS).

  • Post open positions for all programs, other than Residential and RE May School, as a high-priority objective, through HRIS and other job posting sites. Monitor and update communications regarding Applicant statuses via HRIS.

  • Pre-screening of candidates, as appropriate.

  • Interviewing with hiring managers, as needed.

  • Perform Supervisory/DEIB Interviews as needed, in absence of Director of Human Resources.

  • Processing of applications for full-time, part-time, per-diem employees; and also interns, student teachers, observers, as well as temp workers and consultants.

  • Review New Hire packet documents; administer background check process, including: SEL, SOR, CBC, SCR (out-of-state, if necessary), CBC fingerprinting, and physical. Upload documents to HR-S drive, along with any additional information or data required for the position.

  • Responsible for the submission of candidate background data to the HCS /CHRC site for determination of DOH fingerprinting, when applicable. Schedule DOH fingerprinting, if determined necessary by CHRC, to ensure HCS/CHRC/DOH compliance.

  • Responsible for maintaining IRAM Staff Compliance Tracker for the Dept. of Health - Children’s Health Homes and Community Based Services (HCBS) program staff.

  • Processing of background checks for interns, student teachers, observers, temp workers and consultants, when necessary.

  • Make official job offers to Candidates as the initial step in the onboarding process; send offer letters and required background check consent documents.

  • Schedule New Hire Orientation (NHO) for Candidates who have cleared the background process and have met all pre-employment requirements.

  • Collaborate with hiring managers, HR Generalists, Staff Development Specialist, Training Manager, and the IT department to ensure Candidates will be ready for NHO and the required onboarding training.

  • Responsible for creating/ maintaining various HR request forms: ERF, COS, IRF, Job Posting, New Title & Job Code, References, Temp Request, etc., and uploading to the HRIS homepage for hiring manager access.

  • Collaborate with Staff Development Specialist to ensure the duties and responsibilities related to Residential and School Programs are covered, in the event of their absence.

  • Ensure compliance with federal, state and local employment laws and regulations, as well as Agency policies and procedures.

  • Processing of staff requests for Justice Center Access, as appropriate for program needs.

  • Other related duties as assigned by the Director of Human Resources.

Qualifications:

  • Bachelor’s degree in HR or related field, with at least two years of Human Resources Recruiter experience, required.

  • A combination of education (A.S. degree) and applicable experience may be considered.

  • Proven experience as an HR Coordinator or relevant HR/administration position will also be considered.

  • SHRM-CP or SHRM-SCP preferred.

  • Working understanding of human resource principles, practices and procedures.

  • Proficient in various computer applications such as Microsoft Office Suite (Word, Excel, PowerPoint), Google Business Suite, and secure Internet practices, required.

  • Experience with HRIS databases (ADP and Workforce Now).

  • Local travel is occasionally necessary for recruiting events, job fairs, employee relations, etc.; therefore, a current and valid New York State driver’s license and reliable transportation is essential.

  • Previous experience working in a non-profit human services agency is strongly preferred.

  • Ability to function efficiently in a fast-paced and at times high-pressured environment.

  • Excellent organization, planning and time management skills.

  • Outstanding communication and interpersonal skills; Excellent writing aptitude.

  • Ability to handle sensitive data with strict confidentiality.

  • Must be a motivated self-starter, energized, engaging and highly organized with a strong attention to detail.

  • Demonstrated placidity and patience; flexibility and adaptability.

  • Ability to work effectively in a shared decision-making model as a team member, and work collaboratively with other personnel, service providers and professionals.

  • Ability to pass required pre-employment background checks, required.
