About the Role:

The New York State Department of Financial Services is seeking a highly skilled Human Resources Specialist 2 to join our team in the Office of Human Resources Management. As a key member of our HR team, you will be responsible for assisting in the administration of examination planning, classification and compensation, recruitment, staffing, and providing guidance to program staff on personnel matters.

Key Responsibilities:

  • Develop and maintain relationships with business unit designees to assess recruitment needs.
  • Evaluate recruitment effectiveness through review and analytical input and feedback.
  • Handle high-volume agency recruitments from start to completion.
  • Review the status of eligible lists, examination schedules, and existing and anticipated staff requirements to identify critical examination considerations.
  • Supervise the canvass of eligible lists and arrange for appropriate program supervisory participation in employment interviews.
  • Prepare and/or supervise the preparation of agency classification requests and justification.
  • Participate in the development and implementation of decentralized examinations as authorized by the Department of Civil Service.
  • Assist in agency examination planning and development with the Department of Civil Service.
  • Supervise and train lower-level professional staff in the procedures and techniques required to perform their duties.
  • Review and evaluate policies and procedures and work processes; and recommend and implement new and revised ones.
  • Assist the Human Resources Director with projects related to advancing the agenda for DFS, as assigned.
  • Schedule and assign work to subordinate staff; and adjust workload to reflect changes.
  • Monitor work progress and review completed work.
