The Parks & Recreation Department is seeking an HR Coordinator to join the department’s HR team. This position will work with the existing PRD HR Coordinator and HR Assistant to support hiring processes for over 500 part-time and seasonal employees each year in Parks & Recreation. Projects will include collaborating to develop new ways to support the hiring process and employee training. PRD HR is part of the Business & Administrative Services workgroup, which supports employees and operations of recreation programs, community centers, events, maintenance of 80 parks, and specialty facilities such as Meadow Park Golf Course, Fort Nisqually Living History Museum, the Seymour Conservatory, and the Point Defiance Marina. This position will also collaborate with district HR professionals in central HR and at the Zoo and Northwest Trek, and district Payroll. Position Information Under general direction of the assigned Business Manager, coordinates and performs a variety of human resource and administrative support for the assigned department/division. Performs professional and confidential human resources services and applies judgment within established precedents in one or more areas of the human resources function such as benefits, recruitment and selection, onboarding & exiting process, risk management, background review, policy interpretation, and organizational development. Required to analyze, understand and use discretion in applying a variety of laws, rules, regulations, and policies to resolve problems consistent with established standards. Uses technical software proficiency to maintain data tables, query data for audits and reports, and manage large databases of information. Consults with and provides assistance to managers, staff and the public regarding human resource issues. Distinguishing Characteristics: Serve as the main point of contact for the assigned Department/division for both internal and external customers by responding to questions and directing to appropriate staff. Analyze and provide information and advice to clients regarding laws, rules, policies and practices of human resources; Provide human resources assistance to the assigned Business Manager and/or Human Resources Manager on a variety of projects, initiatives, and activities. Assist with administrative duties as assigned; compose, prepare and provide a variety of correspondence, memos, reports and other materials; for meetings, events and agency gatherings. Serve as the liaison between the assigned department/division and District Human Resources and various committees. Support the developing, evaluating, revising and implementing of human resource services or reports, programs, policies, and procedures. Support the assigned Department priorities by providing technical expertise, research and assistance to the Human Resources, Volunteer Management, Training & Development, and HR functions. Maintain a variety of administrative and personnel-related programs and activities that support and enhance the established annual work plans. Develop and maintain the division's virtual pages to ensure information and content is accurate and up-to-date. Administer and facilitate onboarding, orientation, and existing paperwork and processes on behalf of the assigned division. Meet with employees to obtain required documentation during hiring, throughout employment and exiting paperwork. Coordinate efforts with hiring supervisor. Input personnel information into software systems. Process personnel actions and criminal background checks. Respond to employment verifications. Submit new hire reports to Washington State Department of Social & Health Services. Manage and maintain department’s human resources records systems to district’s standards including file and web-based information regarding such areas as timekeeping, hiring requisitions; recruitment status, on the job injury (OJI) reports, and training availability; Assist with advancing DEI efforts in partnership with internal and external stakeholders Perform other related administrative duties as assigned. Education and Experience A minimum of two years’ experience with human resources administration and an Associate’s degree in business administration, human resources, public administration management, or a related field Two additional years of related experience may substitute for the degree Experience with NEOGOV is highly desired License & Other Requirements Ability to obtain/maintain a Washington State driver’s license desired Valid First Aid/CPR card within probationary period
