The Chief Financial Officer is a Vice President-level position in the Executive Team reporting directly to the President. The work ensures the short and long-term fiscal health of the college; oversees the business practices of the college; and ensures that the budget is linked to and supports the college’s strategic plans. SPECIFIC RESPONSIBILITIES : Works collaboratively with the president to prepare and maintain long-term financial forecasts for all of the college’s funds. Monitors both short and long-term internal and external financial and operational developments to ensure that forecasts are current and accurate. Works collaboratively with the president to assist the college in meeting its strategic objectives by assisting administrators and department heads in conducting financial analysis of current and proposed activities. Establishes, coordinates, maintains, and systematically reviews with the President the process for financial evaluation of the college’s instructional and non-instructional programs and activities; serves as a resource to college personnel in determining the cost effectiveness of current and proposed initiatives. Creates reports and communicates the financial condition of the college to the college President and administrators, the board of trustees, and other governmental agencies on regular basis. Convenes, with the President and Chief Budget Officer, internal budget committee and budget sub-committee meetings. Oversees preparation of the annual budget in conjunction with Chief Budget Officer and President. Identifies organizational needs and builds consensus on priorities with college stakeholders, and translates the consensus into a financial plan. Supports the President in decisions affecting budget. Oversees the annual audit process and final audit report presentation and approval by the Board of Trustees. Monitors cash flow. Oversees investment activities to ensure appropriate supply of cash at highest possible yield on idle funds while complying with statutory limitations on types of investments. Provides oversight and advice to the President and Board of Trustees regarding college financial risk. Makes recommendations for expenditure restraints. Participates in, and researches data for collective bargaining/negotiation activities. Ensures that the college is in compliance with financial regulatory, legal, administrative, collectively bargained, contractual, procedural, and accounting standards. Maintains positive and productive relationships with federal, state, and local officials who interface with the college. Provides input into state and national legislative activities that impact higher education finance and the finances of the college. Assists the College President and Vice President of Institutional Effectiveness in developing and interpreting data relating to student services and academic affairs to ensure programs correlate with the college community’s needs. Oversees coordination of grants and grant proposals for the College and the College Foundation. Serves as a member of the Foundation Board and as liaison to the investment advisors for the College Foundation. Performs other related tasks as required or needed. Ensure the timely preparation of financial reports to the Board of Trustees each month. ESSENTIAL SKILLS: A minimum of five years’ experience in a supervisory role in a college business office, or combination of education and experience commensurate with the requirements of the position. Demonstrated ability to work cooperatively and collaboratively with the President, college faculty, staff, other administrators, county commissioners, and governing boards.
