PeaceHealth is seeking a Emergency Management Program Manager for a Full Time, 1.00 FTE, Day position. The salary range for this job opening at PeaceHealth is $38.38 - $57.58. The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, terms of any applicable collective bargaining agreement, seniority, etc.

Responsible for managing, planning, organizing, and implementing comprehensive and integrated Emergency Management programs at all facilities in the assigned networks and/or area, ensuring compliance with regulatory and accreditation requirements and industry best practices.

Details of Position:

  • Collaborates and fosters engagement with departments across PeaceHealth to ensure a coordinated and unified approach to emergency management within the assigned networks and/or area. Develops and maintains strong relationships with caregivers, leaders, executives, and external partners.
  • Acts as a primary contact by representing PeaceHealth and its strategic goals on local, county, state, and regional councils, committees, and coalitions focusing on healthcare preparedness, emergency management, public safety, and emergency communications.
  • Ensures compliance with state laws, Center for Medicare and Medicaid Services (CMS), and regulatory bodies governing the emergency management program. Assists individual units in meeting proprietary regulatory emergency management requirements.
  • Leads coordination of funding efforts by researching, preparing, and advocating for grant proposals for federal emergency grant awards.
  • Establish and facilitate communication as a liaison between external agencies and community partners and internal leaders and caregivers.
  • Manages, maintains, and presents the Emergency Management Program for Center Medicaid/Medicare Services (CMS) and other regulatory agencies, as well as internal committees and boards.
  • Develops and maintains the Emergency Operations Plan, Hazard Vulnerability Analysis, and other emergency plans, policies, procedures, and documents.
  • Serves as a member on various internal committees to represent and report on the Emergency Management program.
  • Collaborate and consult with leaders and executives to understand and assist with their specific emergency management needs.
  • Coordinates and chairs the Emergency Management committee(s) for all PeaceHealth facilities for their assigned networks and/or area.
  • Schedules and conducts internal and external Incident Command and Emergency Management trainings. Ensures that assigned PeaceHealth facilities have an effective and trained incident command staff.
  • Serves as the administrator for Emergency Management Mass Notification Systems in the assigned networks and/or area.
  • Communicates and coordinates external Emergency Management training opportunities offered by state and federal agencies to caregivers and senior leadership. Assists local jurisdictional agencies with coordinating trainings and Emergency Management drills with PeaceHealth facilities.
  • Manages the conception, drafting, execution, documentation, and debriefing of emergency exercises in coordination with the involved departments and in compliance with regulatory requirements.
  • During response and recovery, assists the Incident Management Team in effective functionality and operations. Provides guidance, data and incident analysis, documentation, debrief review, and feedback to leadership and other command staff.
  • Performs other duties as assigned.
***Position can reside in one of the major business sectors of PeaceHealth: Bellingham, Longview/Vancouver area, Springfield/Eugene area.

What You Bring:

Education
  • Bachelor's Degree Required: Emergency Planning or equivalent knowledge and skills obtained through a combination of education, training, and experience.
Experience
  • Minimum of 2 years Required: Emergency management in a healthcare environment or incident command system (ICS)
Credentials
  • Required within 12 months: Certified Healthcare Emergency Professionals Certified Healthcare Emergency Professional, Associate Emergency Manager, or Certified Emergency Manager and
  • Required Upon Hire: FEMA ICS-100, ICS-200, IS-700, IS-800 and
  • Required within 12 months: FEMA ICS-300, ICS-400
Skills
