General Functions:

The Financial Assistance Data Technician I/II/III is pivotal in offering robust operational assistance for services. This role performs a variety of systems; assist in the design and maintenance of This role involves aiding in continually implementing, maintaining, and enhancing these services to ensure adherence to relevant ethical standards, laws, regulations, policies, procedures, and professional practice standards. Responsibilities also include contributing to strategic risk assessments, compliance plans, and collections initiatives.

Duties and Responsibilities:

Financial Assistance Data Technician I:

  • Become proficient with regulations, policies, and procedures associated with Temporary Assistance for Needy Families (TANF) Short Term Assistance, BIA General Assistance (GA), Burial Assistance, P.L. 102-477 Employment Services, Child Care Assistance (CCA), and Tribal Heating Assistance (THA).
  • Refer participants to agencies or programs as appropriate.
  • Explain program services to parents and providers, applicants and vendors
  • Assist in maintaining and monitoring participant files
  • Record all contact in participant counseling notes.
  • Answer phone calls, respond to all general email inquiries, greet guests, and route all employee and participant questions to the proper staff.
  • Accountable for managing all legal correspondence in compliance with regulatory standards and the organization’s policies.
  • Ensure accurate and timely communication pertaining to participant inquiries, appropriate CITC staff, and authorized community partners.
  • Responsible for generating and issuing all receipts for payments received, ensuring accuracy and compliance with financial protocols.
  • Attend and actively participate in Department meetings and trainings.
  • Schedule participant appointments by phone or in person utilizing computerized calendars; reschedule appointments as necessary.
  • Proficient in data entry tasks, maintaining accuracy and efficiency in recording and updating relevant databases.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all other related duties as assigned.

Financial Assistance Data Technician II:

  • Become familiar with the Fair Debt Collections Act.
  • Consistently perform all duties of a Financial Assistance Data Technician I with a higher level of proficiency.
  • Support Financial Assistance Data Technician I staff by answering questions, providing guidance, and making recommendations related to the Financial Assistance Data Technician I position duties and responsibilities.
  • Gather required documentation pertaining to fraud referrals and investigations.
  • Provide Permanent Fund Dividend (PFD) assignment forms to the State Revenue Office.
  • Become a Notary Public.
  • Maintain the collections process through oversite of active payments, employing tracking mechanisms to ensure accuracy, timeliness and transparency collecting debts.
  • Gather required documentation pertaining to investigations.
  • Assists with the preparation of the monthly, quarterly and annual reports.
  • Assist department staff with day-to-day operations, clerical duties, and special projects.
  • Create check requests, purchase requisitions, and credit card reconciliations.
  • Prepare letters, documents, expense reports, invoices, and other correspondence as requested.
  • Receive, route, track, and distribute participant records in response to subpoenas for records.
  • Ensure accurate and timely communication pertaining to eligibility statuses with participants, appropriate CITC staff, and authorized community partners.

Financial Assistance Data Technician III:

  • Consistently perform all duties of a Financial Assistance Data Technician I & II with a higher level of proficiency.
  • Act as an ambassador of ETSD services to proactively build relationships.
  • Support Financial Assistance Data Technician I & II staff by answering questions, providing guidance, and making recommendations related to the Financial Assistance Data Technician I & II position duties and responsibilities.
  • Research, review, and retrieve court files from appropriate systems as necessary.
  • Assist staff with home and/or worksite visits with participants.
  • Conduct file reviews for ETSD programs for compliance and quality assurance.
  • Assist with gathering data using statistical tools to identify, examine, and evaluate trends and patterns.
  • Determine eligibility of THA applications within required program timeframes.
  • Responsible for designing and implementing participant payment plans tailored to individual needs and program requirements while ensuring compliance with financial regulations and organizational policies
  • Responsible for establishing recoupments through meticulous review and analysis of relevant information, ensuring fair and accurate adjudication in accordance with regulatory guidelines and organizational policies.
  • Prepared monthly, quarterly, and annual reports.
  • Monitor and manage the dedicated program email addresses and respond to emails as appropriate.
  • Gather required documentation for income, resources, expenses, participant identification, and other relevant documentation that pertains to applications for services.
  • Administer program intake and enrollment:
  1. Manage automated systems to support communication with participants, as available.
  2. Receive, review for completion, and document referrals for programs.
  3. Document and track referral dates and due dates to meet program deadlines.
  4. Schedule and coordinate intake appointments to complete all applicable enrollment documentation.
  5. Provide a warm handoff of the family to program staff.
  6. Document results of all program referrals and communicate to external stakeholders.

  • Responsible for engaging participants:
    1. Coordinate with program staff to facilitate participant access to events. Distribute and document class, event, and participant satisfaction feedback results.
    2. Coordinate with the Manager to send out calendar invites with the meeting location, virtual link, handouts, and supporting resources.

Minimum Qualifications for al levels:

  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.

Minimum Qualifications:

Financial Assistance Data Technician I

  • High-school diploma or GED.
  • Minimum one (1) year related work experience that provides the necessary skills, knowledge, and abilities related to this position.


Financial Assistance Data Technician, II

  • Associate degree majoring in Business, Accounting or related field. Relevant experience may be substituted for the degree requirement on a year-for-year basis.
  • Minimum one (1) year related work experience that provides the necessary skills, knowledge, and abilities related to this position.

Financial Assistance Data Technician III

  • Associate degree majoring in Business, Accounting or related field. Relevant experience may be substituted for the degree requirement on a year-for-year basis.
