Program Support Technician III (Project Based)

Position Overview: As an integral part of the Research and Rural Development Department, the Program Support Technician III, under the guidance of the Director or their representative, carries out a comprehensive range of support functions associated with the planning, execution, and assessment of various programs. Responsibilities may encompass contract management, financial oversight, accounting, and grant management. This role is project-oriented.

ROLE SUMMARY: Under the supervision of the Director or their delegate, the Program Support Technician III aids in the formulation and provision of technical support in drafting policies and procedures pertinent to all facets of program management, including quality assurance and administrative support tasks linked to the allocation of funds to grant recipients, contractors, and individuals. The Technician also offers budgeting and accounting assistance for grant management initiatives in alignment with federal and state compliance mandates, as well as providing technical guidance to program managers on the interpretation of federal and state regulations, requirements, and guidance documents.

The Program Support Technician III will ensure adherence to various program mandates, maintain reporting timelines and financial information related to grant awards, and monitor documentation through established processes. Responsibilities may also involve reaching out to grantees for further information or overdue reports, alerting program managers to discrepancies, completing monitoring checklists and forms, verifying and reconciling project reports and budgets, and preparing records for audit processes.

SUPERVISION: The Program Support Technician III functions in a non-exempt, non-supervisory capacity, exhibiting a higher degree of autonomy and accountability.

Key Responsibilities:
  • Interpret, clarify, and apply grant-related laws, regulations, or policy guidance to documents, grantees, and staff.
  • Draft funding agreements, cooperative agreements, or other financial contracts with grant recipients in compliance with regulations and departmental policies.
  • Engage in planning discussions to determine program outcomes and necessary coordination with AHFC personnel, private entities, non-profits, and governmental bodies.
  • Assist in organizing educational workshops, meetings, and conferences related to various programs.
  • Initiate reimbursement requests, purchase orders, payment requests, and travel authorizations.
  • Evaluate the appropriateness of transactions and budget adjustments against funding source guidelines, collaborating with the Support Services Manager to resolve accounting discrepancies.
  • Monitor the submission of subgrantee/contractor reports, ensuring that required deliverables are complete, approved, and submitted in an organized manner.
  • Review grants/contracts, proposals, and other solicitation documents for compliance with grants management standards.
  • Review and suggest modifications to grant and contractual agreements concerning project work plans, timelines, detailed budget items, and allowable expenses.
  • Provide technical support to grantees and contractors regarding the preparation of monthly invoices, request for supporting documentation, and budget amendments.
  • Assist in the preparation, review, and approval of progress and financial closeout reports for submission to the funding source agency.
  • Perform other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge: Familiarity with locating and comprehending State and Federal regulations, policies, procedures, and reporting requirements for grants and grant recipients, including OMB Circulars and AHFC Grant Regulations. Understanding of program tracking and budgeting practices, principles, and methodologies.

Skills: Proficient in various software applications such as Microsoft Office, including Excel, Word, PowerPoint, and Outlook. Ability to organize data and files, interpret regulations, implement procedures, and apply guidelines effectively.

Abilities: Strong communication skills are essential in this role, including the capacity to read, understand, interpret, explain, and apply program-related laws, regulations, or policy guidance to ensure compliance with program requirements, goals, objectives, and budget constraints.

The Program Support Technician III should possess the ability to assess program needs, quality, and consistency while interacting professionally with stakeholders.

Minimum Qualifications:

Four years of experience in planning, accounting, grant administration, budgeting, and contracts may substitute for the required education on a year-for-year basis.
A two-year degree with two years of relevant experience, or
A four-year degree from an accredited institution.

Substitution: Related business college courses or degrees may be substituted for required experience on a year-for-year basis.

This is a level 17 position with an annual salary of $62,000, with excellent benefits.
