Program Support Technician III (Project-Based)

Position Overview: As an essential member of the Research and Rural Development Department, the Program Support Technician III operates under the general guidance of the Director or their appointed representative, executing a comprehensive array of support functions associated with the planning, execution, and assessment of diverse programs. Responsibilities may encompass contract management, financial oversight, accounting tasks, and grant administration. This role is project-based.

Key Responsibilities: Under the supervision of the Director or their delegate, the Program Support Technician III aids in the formulation and provision of technical assistance in drafting policies and procedures for all facets of program management, including quality assurance and administrative support activities linked to the allocation of funds to grant partners, contractors, and individuals. The Program Support Technician III offers financial and accounting support for grant management initiatives that adhere to federal and state compliance mandates and provides technical guidance to program managers on the interpretation of federal and state regulations, requirements, and guidance documents.

The Program Support Technician III will ensure compliance with various program stipulations, maintain reporting schedules and financial information related to grant awards, and track documentation through appropriate channels. Responsibilities may also include liaising with grantees for additional information or overdue reports, alerting program managers to discrepancies, completing checklists and forms as part of monitoring processes, verifying and reconciling project reports and budgets, and preparing records for auditing purposes.

Supervision: The Program Support Technician III functions in a non-exempt, non-supervisory capacity, demonstrating a significant level of autonomy and accountability.

Essential Duties:
  • Interpret, explain, and apply grant-related laws, regulations, or policy guidance to documents, grantees, and staff.
  • Draft grant agreements, cooperative agreements, or other funding agreements in accordance with regulations, grant procedures, and departmental policies.
  • Engage in planning meetings to establish program outcomes and necessary coordination with AHFC staff, private, non-profit, and governmental entities.
  • Assist in facilitating educational workshops, meetings, and conferences related to various programs.
  • Initiate reimbursement requests, purchase requisitions, payment requests, and travel authorizations.
  • Review transaction appropriateness and budget reallocations against funding source guidelines, collaborating with the Support Services Manager to resolve accounting issues.
  • Monitor the submission of subgrantee/contractor reports, ensuring that required deliverables are complete, approved, and submitted in an organized manner.
  • Review grants/contracts, requests for proposals, and other solicitation documents for compliance with grants management requirements.
  • Review and recommend modifications to grant and contractual agreements covering project work plans, timelines, detailed budget line items, and allowable expenditures.
  • Provide technical assistance to grantees and contractors on the proper preparation of monthly invoices, request support documentation, and budget revisions.
  • Assist in preparing, reviewing, and approving progress and financial closeout reports for submission to the originating funding source agency.
  • Perform other duties as assigned.
Knowledge, Skills, and Abilities:
Knowledge: Familiarity with locating and understanding State and Federal rules, regulations, policies, procedures, and general reporting requirements for grants and grant recipients, including OMB Circulars and AHFC Grant Regulations. Understanding of program tracking and budgeting practices, principles, and methods.

Skills: Proficient in various software applications, including Microsoft Office Suite (Excel, Word, PowerPoint, Outlook). Ability to organize data and files, interpret regulations, implement and adhere to procedures, and select and apply guidelines effectively.

Abilities: Strong communication skills are essential in this role, including the ability to read, comprehend, interpret, explain, and apply program-related laws, regulations, or policy guidance to ensure compliance with program requirements, goals, objectives, and budget constraints.

The Program Support Technician III should be capable of assessing program needs, quality, and consistency while interacting professionally with all stakeholders involved.

Minimum Qualifications:

Four years of experience in planning, accounting, grant administration, budgeting, and contracts may substitute for the required education on a year-for-year basis. A two-year degree with two years of work experience, or a four-year degree from an accredited institution is required.

Substitution: Related business college courses or degrees may substitute for required experience on a year-for-year basis.

This is a level 17 position with an annual salary of $62,000, along with an excellent benefits package.
