The Chief Development Officer provides leadership in planning, coordination, implementation and evaluating a comprehensive fund development program for both private and public funding opportunities in support of the CET’s initiatives under the supervision of the Chief Executive Officer. The Chief Development Officer works closely with internal corporate directors, center directors, and external agencies to identify funding priorities and design the organization’s integrated fund development plan with long-range and short-range goals and action-oriented strategies for achieving them. Serves as CET’s liaison between external agencies, funders and donors and internal corporate administration.

ESSENTIAL JOB FUNCTIONS (May include but is not limited to the following):

Research, develop and write inquiries, letters, proposals and other fundraising documents:

  • Work closely with the Chief Executive Officer, Regional Directors, and Center Directors to coordinate efforts in soliciting foundations for grants.
  • Research and identify potential donors by reviewing CET files, following-up on leads and analyzing funding reference tools such as annual reports, directories, and IRS 990’s.
  • Develops and writes proposals/templates and case statement materials for CET to address fund priority projects of CET’s strategic plan.
  • Provides leadership and direction in managing all phases of proposal development processes and systems to supplement the CET’s educational offerings and services to students.
  • Follow proposals or grant applications questions and requirements with 100% understanding and interpretation.
  • Provides leadership as the CET liaison to federal and state funding agencies and local and national private funding sources for program development.
  • Write accurate and interesting inquiries, letters and proposals requesting funds from individual, corporate and CET prospects and write acknowledgement letters and reports to corporate and CET donors.
  • Identify new funders to support programs. Meet with program staff to determine funding needs and program planning.
  • Ensure that all submissions and correspondences with corporate staff is completed on time.
  • With the support from the Chief Executive Officer, submits proposals and/or contracts to external funding sources.
  • Communicates with public and private agencies to promote the provision of educational services to the community.
  • Develops and implements a strategy for achieving fundraising targets and increasing the percentage of private philanthropy (individual donors, corporate & foundation funders) and share of total organization revenue.
  • Responds to internal and external inquiries from potential donors/funders.

Track and monitor proposals, funding opportunities, their deadlines, and requirements:

  • Maintain tracking system for grant, renewal, and report deadlines.
  • Monitor results of written requests, such as proposal acceptance rate.
  • Coordinate the efforts of key staff members to ensure that documents are completed by the specified deadlines.
  • Provides information, data and documentation for new initiatives, on-going activities and use of resources.
  • Communicates with public and private agencies to promote the human development and educational services to the community.
  • Monitor and analyze funding opportunities to make strategic and informed decisions regarding proposal development efforts and make recommendations for proposal development to the Chief Executive Officer.
  • Serves as liaison to gain and share information regarding federal and state legislation and resource development initiatives.
  • Identifies foundation & corporate funding prospects that align with CET’s core funding needs and priorities.
  • Works with board of directors, corporate directors, and program staff to develop new programmatic initiatives designed to advance CET’s mission/strategic priorities while simultaneously responding to philanthropic trends/funding opportunities.

Maintain accurate electronic and hard copy records:

  • Maintain accurate and updated electronic files of donors and prospects including copies of correspondence, proposals, reports, and notes on significant phone conversations or donor visits.
  • Work in conjunction with administrative and fiscal staff to ensure that corporate and foundation gifts are allocated accordingly.
  • Periodically collects and compiles data or verify legislative information.
  • Coordinate development of assigned budgets and manage the resources as assigned and required by institutional priorities, rules and procedures.

Fundraising Activities:

  • Attend and serve as staff support for fundraising and community events.
  • Participate in professional activities for the purpose of remaining current on philanthropic trends and techniques as well as issues that relate to the organizations programs.
  • Together with the Chief Executive Officer, serves as the organization’s chief relationship officer with CET’s largest donors and funders; responsible for stewarding and growing these relationships over time.
  • Supports the Chief Executive Officer on all fund development related tasks such meetings with existing/prospective major donors, donor/funder site visits and events.
  • Staffs the Board Development Committee to ensure volunteers are involved with the fundraising progress (e.g. leveraging their personal and professional networks to support the fundraising strategy, organizing events such as house parties, inviting their friends to fundraising events, introducing the Chief Executive Officer to potential major donors, opening doors to corporate prospects, etc.)
  • Helps to build a culture of philanthropy across the organization, providing inspiration and training to staff and volunteers on an ongoing basis.
  • Ensures comprehensive fundraising campaign communications plan to ensure members, participants, and the community understand the case for support and oversees any communication and recognition efforts related to the comprehensive fundraising campaign.
  • Coordinates and directs the annual fundraising campaign with a goal to secure gifts, pledges and funds as agreed upon with the Chief Executive Officer and other stakeholders.

REQUIRED KNOWLEDGE AND ABILITIES:

  • Proven experience in obtaining grants from non-profits, charities, annual campaigns and other philanthropic organizations
  • Excellent verbal and written communication skills required
  • Ability to manage rejection and overcome common proposal objections
  • Strong organizational, interpersonal, presentation, computer, and research skills.
  • Experience with sourcing opportunities, cold-calling, contact development, and business relationship management
  • Detail oriented, adaptable, organized and demonstrated ability to successfully manage multiple projects and tasks
  • Excellent computer skills including Microsoft Office, email marketing, and CRM tools
  • Knowledge of non-profit organizations and planning.
  • Ability to write accurate, compelling narrative that uses grammar and spelling correctly.
  • Ability to multitask and perform under deadlines and changing schedules.
  • Ability to organize and balance project budgets.
  • Hands-on experience with understanding and analyzing success through data and tracking.
  • Perform other duties as assigned.

EDUCATION AND/OR EXPERIENCE:

  • Bachelor's degree required
  • A minimum of ten (10) years of progressively responsible experience in grant and program development and fundraising, including overseeing development departments.
  • Master’s in Public Administration or related field preferred.
  • Possesses a general background of the regulations governing compliance policies and procedures of grants and contracts.
  • Excellent interpersonal, writing, editing, and effective public speaking skills are required.
  • Demonstrated experience creating strategic multiyear fundraising plans and building consensus among stakeholders to achieve fundraising goals.
  • Experience working with persons of diverse socio-economic and ethnic backgrounds.

LICENSE/CERTIFICATES:

Use of a personal or company vehicle for CET business may be necessary in the performance of assigned duties such as attending meetings and events and running errands. The Human Resources Department may request copies of a valid driver’s license and proof of personal automobile insurance upon being hired and annually thereafter.

CRIMINAL BACKGROUND CHECK:
Pursuant to California Code of Regulations, Title 5, Section 71720, CET will not employ or continue to employ any instructor or faculty who was adjudicated in any judicial or administrative proceeding as having: (1) violated any provision of the California Private Postsecondary Education Act of 2009 (Cal. Educ. Code § 94800, et seq.) or its implementing regulations (Cal. Code Regs., tit. 5, § 70000 et seq.); (2) committed an act that would constitute grounds for denial of a license to instruct under California Business and Professions Code, Section 480; (3) committed an act that would constitute grounds for denial of a license to instruct in any other legal jurisdiction; or (4) committed an act that would violate CET policy. Criminal background checks are required for instructor applicants recommended for hire or current employees who are transferred, promoted, reclassified, or reassigned to instructor positions.
