Position Summary

As the Chief People Officer, you will be instrumental in cultivating a supportive and inclusive workplace where employees can flourish and contribute to the organization's mission. Reporting directly to the Executive of People & Culture, you will oversee the development and execution of strategic initiatives pertaining to human resources, talent management, and organizational culture. This role includes supervision of the People & Culture Coordinator and is not part of a bargaining unit.

Supervisory Responsibilities

  • Recruit, interview, hire, and train new staff within the department.
  • Provide guidance, training, and oversight to the People & Culture Coordinator.

HR Administration

  • Support the organization with both tactical and strategic HR functions.
  • Analyze data to inform leadership and enhance workforce outcomes.
  • Monitor workforce productivity, retention, and engagement trends, addressing issues as necessary.
  • Assist in the development and implementation of HR-related strategies.
  • Manage new hire background checks and ensure compliance with all processes.
  • Oversee the employee onboarding process, including necessary documentation.
  • Handle verification of employment inquiries.
  • Act as the in-house administrator for the agency's HRIS system.

Talent Selection and Onboarding

  • Collaborate with the Executive of People & Culture to design and implement recruitment and retention strategies.
  • Oversee job advertisement development and placement.
  • Ensure job posting processes are effective and legally compliant.
  • Partner with leadership to execute the organization's People & Culture strategy.
  • Develop and lead orientation and onboarding sessions for new hires.

Employee Relations

  • Develop and maintain staff administrative policies and manuals.
  • Assist managers in addressing employee performance and related issues.

Performance Management & Talent Development

  • Work with leadership to identify staff development needs and solutions.
  • Create learning and development initiatives to enhance competencies across the organization.

Benefits Administration

  • Oversee the administration of employee benefit plans.
  • Collaborate with Finance on retirement and deferred compensation plans.
  • Assist employees in accessing benefits and understanding policies.
  • Work with brokers to review benefit plan performance and recommend changes.

Employee Engagement

  • Promote a strong organizational culture aligned with FIRST 5 Santa Clara County values.
  • Collaborate with the People & Culture Coordinator to plan and participate in staff events.

Compliance / Policy / Procedure

  • Stay updated on HR trends and regulatory changes to ensure compliance.
  • Maintain accurate employee data in the HRIS.
  • Administer HRIS and benefits training programs.

Labor Relations

  • Proactively identify labor relations trends and issues.

Education and Work Experience

  • Bachelor's degree in Human Resources or a related field; or an equivalent combination of education and 10+ years of experience.
  • Minimum of 7 years of progressively responsible experience.
  • At least 3 years of supervisory experience required.
  • Experience with union relations is required.
  • Experience with HRIS systems is required.

  • Extensive HR experience, focusing on strategy development and compliance.

  • Excellent written and verbal communication abilities.
  • Ability to maintain confidentiality.

Physical Requirements

Ability to lift and carry objects weighing up to 25 pounds occasionally, and the capability to sit and stand for extended periods.

Work Environment

The work is performed in a typical office setting that is adequately lighted, heated, and ventilated. This is a hybrid position with two days per week in the office.

Job Classification

This position is full-time exempt and is not part of a bargaining unit.

Job Type: Full-time

Pay: $116,058.00 - $135,058.00 per year
