To perform professional accounting activities; to maintain a variety of accounts, general ledgers, and financial records; to perform professional accounting duties involving the reporting of financial transactions and maintenance of financial records for City operations, programs, and services; and assist in preparation of the City's annual financial report and budget.

ESSENTIAL JOB FUNCTIONS

  • Meet performance standards established by the employee's manager.
  • Job attendance is required, except for authorized leave.
  • Assists in tracking grant expenditures and preparing grant reports.
  • Ensures bank accounts are reconciled to the General Ledger in a timely manner; prepares journal entries to record necessary transactions or adjustments.
  • Maintains general and subsidiary ledgers from a variety of source documents and review same for completeness and accuracy.
  • Maintains the City's fixed assets accounting system and performs related capital asset functions, including: Identifying, tagging, recording, depreciating, and preparing necessary financial reports.
  • Assists with the budgeting process as directed by the Administrative Services Director.
  • Assist in preparation of the City's Annual Comprehensive Financial Report.
  • Assist in preparation of year-end audit schedules and lead sheets and provides information to the independent auditors as needed.
  • Assists with accounting for outstanding bonds as necessary, including bond payments, drawdowns, and arbitrage rebate calculations.
  • Assist City staff with monitoring of departmental budgets and expenditures.
  • Prepares monthly, quarterly, yearly, and ad-hoc reports for City staff, City Council, and external users as needed.
  • Assists other staff members as needed.
  • Other related duties as needed.



MINIMUM QUALIFICATONS


  1. Education and Experience:
  • Graduation from an accredited four-year college or university with a bachelor's degree in accounting, finance, business administration, or related field; and at least three (3) years of progressively responsible experience in governmental accounting and administration of financial policies and procedures.

  1. Special Qualifications:
  • Must possess and maintain a valid Utah Driver's License with periodic verifications by the City.
  • Must be able to pass a pre-employment drug test, background check, and driving record check.

  1. Knowledge, Skills and Abilities:
  • Knowledge of:
  • Related laws, codes, rules, and regulations as established by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB) as they apply to the City.
  • Governmental budgetary and accounting processes.
  • Technical accounting methods, forms, and techniques.
  • Operations, functions, and terminology common to the work; and basic English composition, spelling, and grammar.
  • Skill in:
  • Performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public.
  • Organizing assigned work and developing effective working methods.
  • Ability to:
  • Utilize various accounting and financial reporting software, including the use of electronic spreadsheets.
  • Analyze and interpret a wide variety of financial management reports, programs, and data.
  • Perform work with speed and accuracy.
  • Communicate effectively both verbally and in writing; and develop and maintain effective working relationships with the public, coworkers, and supervisors.

4. Working Conditions: Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. While performing the duties of this job, the employee must occasionally bend, lift and/or move up to 25 pounds. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity is required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.


Must be able to pass a pre-employment drug test, background check, and driving record check.
