As an ESOP (Employee Stock Ownership Plan) organization, Whitaker has grown to be one of the largest contractors in the intermountain region, employing over 600 professionals and operating nearly 70 crews. Our projects encompass sanitary sewer systems, storm drainage, culinary water supply, irrigation, earthworks, roadway construction, dams, landfills, natural gas pipelines, industrial piping, and telecommunication infrastructure, primarily across several states.

Position Summary:
A Heavy Civil Project Manager plays a pivotal role in managing all facets of the construction process. This includes collaborating with stakeholders to formulate plans, set timelines, and assess labor and material costs. The individual is accountable for ensuring that projects are completed within budget and scope. Key responsibilities include overall project planning, resource allocation, time management, risk assessment, establishing benchmarks, budget oversight, staff management, and maintaining vital relationships with subcontractors, consultants, engineers, and client representatives.

Key Responsibilities:
  • Oversee all project elements, including construction, budget, and cash flow management, ensuring alignment with project contracts and client requirements.
  • Develop and maintain project schedules, payment estimates, operational procedures, staffing needs, and equipment resources to ensure timely project execution.
  • Evaluate initial project contracts and related documents for completeness, addressing specification conflicts and scheduling challenges with clients.
  • Document and report changes to projects, including change orders, submittals, and modifications to work orders.
  • Ensure timely ordering and delivery of supplies and equipment.
  • Secure necessary permits and licenses from relevant authorities for construction activities.
  • Monitor construction progress through administrative oversight of on-site Superintendents, ensuring adherence to schedules and budgets while addressing any significant issues.
  • Allocate and manage resources effectively to meet project demands throughout the construction phase.
  • Collaborate with subcontractors, engineers, architects, and key project team members.
  • Prepare and present monthly forecasts of costs and revenues.
  • Conduct weekly safety inspections and engage in safety meetings to uphold project safety standards.
  • Lead project closeout processes, including finalizing contract documentation and resolving any project claims.
  • Perform additional duties as assigned by the Senior Project Manager or management team.

Qualifications:
  • Bachelor's Degree in Construction Management, Civil Engineering, or a related field, or equivalent experience.
  • 5-7 years of experience as a Project Manager or in a comparable role, particularly in underground utilities and heavy civil projects.
  • Strong understanding of commercial construction concepts, practices, and procedures.
  • Excellent organizational and time management skills.
  • Exceptional written and verbal communication abilities across all levels, from clients to management and workers.
  • Proficient in interpreting plans and specifications.
  • Detail-oriented with a keen ability to identify and rectify discrepancies.
  • Strong work ethic and commitment to project completion.
  • Creative problem-solving skills and the ability to strategize effectively.
  • Goal-oriented leadership with strong organizational skills.
  • Able to work collaboratively in a team environment while also functioning independently.
  • Proficient in Microsoft Office Suite and construction management software.
  • Valid driver's license and reliable transportation.

Physical Requirements:
  • Willingness to work extended hours, including nights and weekends as necessary.
  • Able to perform physical tasks such as lifting, reaching, and standing for extended periods.
  • Capable of working outdoors in varying weather conditions and job site environments.
