Position Summary

The Human Resources & Payroll Specialist will work closely with the Executive Director and Finance
Department to manage our human resource/payroll operations. This individual will serve as
the agency's primary contact with external partners who provide vital services to our employees,
including our payroll processor, insurance agents, benefits administrators, and retirement advisors. This
is not a supervisory position.

Essential Job Functions

- Develops, facilitates, and implements all phases of the recruitment process.
- Collaborates with department managers to identify and draft detailed and accurate job
descriptions and hiring criteria.
- Manage applicants, provide necessary materials to the hiring manager, assist in the interview
process, retain and manage all related recruiting materials and files.
- Manage all aspects of the onboarding process including processing forms, background checks,
electronic signatures, and employment documents.
- Maintains compliance with federal, state, and local employment laws and regulations; reviews,
handbook, policies, and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in
human resources, talent management, and employment law.
- With guidance from the administrative leadership, administer policies and reporting related to
employee rights and benefits such as FMLA, ADA, unemployment insurance, EEO, Workers'
compensation, disability, and workplace safety.
- Work with program directors to deliver, track, and document compliance with mandatory and
non-mandatory training, continuing education, and work assessments. This may include safety
training, anti-harassment training, professional licensure, and aptitude exams and certifications.
- Monitor and adjust wage, benefit, and demographic information.
- Process and report bi-weekly payroll for approval and upload to QuickBooks.
- Work with payroll company to enhance systems for efficiency reporting.

Position Qualifications

- Education - HS Diploma or equivalent required, B.A./B.S. preferred - relevant experience in lieu of a degree will be considered
- Prior Experience in a similar role for 3-5 years with demonstration of:

  • Experience collaborating with external payroll service providers, insurance carriers, and benefit brokers
  • Ability to guide organization through recruitment, hiring and onboarding practices to build a strong organizational culture
  • Deep understanding of HR practices, including applicable federal, state and local employment regulations
  • Ability to act with integrity, professionalism, and confidentiality
  • Excellent organizational skills and attention to detail
  • Strong analytical and problem-solving skills
  • A positive attitude, confidence, common sense, and good listening ability
  • High emotional intelligence and ability to easily develop meaningful relationships with individuals from diverse backgrounds
  • Experience with cloud-based HR software platforms
  • Proficient with MS Office and Google platform
  • Excellent written and verbal communication skills
  • SHRM or HRIC Certification is preferred

Working Conditions/Physical Demands

- Prolonged periods of sitting at a desk and working on a computer
- Routinely required to stand and walk
- Requires close visual acuity and ability to adjust focus quickly
- Must be able to lift and move up to 15 pounds at times
- Professional office work environment with occasional travel
- Employee must be available to come in early or work late on occasion
