The HR Business Manager role provides the successful candidate with an exciting opportunity to be a strategic partner to our facilities in Rochester, NH and Inglewood, CA. This role is accountable for working collaboratively with the business leaders in support of the strategies necessary to acquire, engage, develop and grow the talent necessary to support business growth. This role reports to the Vice President, Human Resources -Markets, and partners closely with the NCS Site General Managers.


  • The Human Resources Business Manager is both a strategic and hands-on role that provides full cycle Human Resources support to our sites of approximately 40 employees.
  • The role is critical in executing our people initiatives, providing great internal customer support, and driving HR functional excellence and process improvement.
  • Manage and administer all matters related to Compensation, Benefits and the 401(k) plan at NCS including any changes to base pay, annual benefits enrollment/day-to-day employee benefits issues and relationship management with vendors.
  • Manage and administer bi-weekly payroll process.
  • This role will work through our corporate Centers’ of Excellence to provide local site feedback on corporate pilot programs and will support corporate roll outs.
  • Provide consultation and support to managers with implementing and carrying out HR policies and practices, employee development, performance management, and other employee relations issues, including performance counseling, discipline and termination, workforce planning, risk management and employment law implications.
  • Partner with Corporate HR to champion, execute and monitor the effectiveness of corporate programs and initiatives.
  • Leads implementation of HR initiatives at the NCS sites and ensures appropriate change management is in place.
  • Contribute to the creation of a workplace that mirrors our core values.
  • Champion the shaping and sustaining of a diverse and inclusive workplace that is engaging, enabling and energizing.
  • Support management and talent acquisition in obtaining and retaining top talent through collaboration of determining staff needs and appropriate compensation.


Detailed Description

Performs tasks such as, but not limited to, the following:

  • The ability to manage multiple priorities simultaneously
  • Ensures consistent application of policies and procedures, onboarding employees, recruiting, rewarding, retaining, recognizing and developing people within a site.
  • Provides employee relations consultation services to General Managers, management and employees.
  • Provides coaching and makes recommendations to managers/supervisors for performance development and corrective action.
  • Conducts internal investigations of acts of employee misconduct including interviewing, gathering evidence, consulting legal council, making recommendations and documenting findings.
  • Provides performance program reporting.
  • Partners with site senior management team to implement organizational change interventions e.g., restructuring, reengineering, automating. Conducts ongoing skill competencies, knowledge and talent needs assessment.
  • Implements and directs staffing strategies which ensure attracting and retaining high caliber talent within and outside the site.
  • Manages the rollout of Corporate Human Resources Programs at the site level e.g. policies, guidelines, and programs; Employee Survey rollout program.
  • In depth understanding of applicable state and federal labor laws.
  • Monitor cloud based time clock
  • Excellent organizational and interpersonal skills
  • Strong business and operational acumen to effectively partner with site business leaders.
  • Ability to work independently.


Knowledge/Skills/Competencies

  • In-depth knowledge of government regulations. Experience with OFCCP audits and/or FAA audits considered an asset.
  • Extensive knowledge of labor laws and experience in Labor Relations
  • Knowledge in Customer Satisfaction initiatives

  • In-depth knowledge of Compensation, Benefits and 401(k) plan practices.
  • Experience with payroll and HRIS systems.
  • Ability to effectively communicate with a wide variety of internal customers.
  • Ability to evaluate multiple highly detailed tasks, determine priorities and organize work in a manner that allows for timely completion of projects.
  • Ability to manage sensitive employee information in a confidential manner.
  • Knowledge of computer applications and the ability to accurately perform tasks in some or all of the following applications: Access, Excel, Word, PowerPoint, Microsoft Project, and Visio. Definitely Excel, Word and PowerPoint
  • Ability to effectively organize and motivate team members with a diverse group of skill sets.


Physical Demands

  • Duties of this position are generally performed in good working conditions.
  • Occasional exposure to elements such as noise, dust, chemicals, operating machinery, etc. Warehouse is climate controlled, so no temperature extremes
  • Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data.
  • Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required.
  • Occasional travel may be required.

  • Seven to ten years of relevant experience

  • Bachelor's degree in related field, or consideration of an equivalent combination of education and experience.
