Description of Position: Serve as the USSPACECOM/J82 Division Chief.


Position Duties/Responsibilities:

  • Plans, organizes, and directs the activities of the Resource Integration (J82) Division within the Capability and Resource Integration (J8) Directorate. Develops performance standards and appraises subordinate performance.
  • Directs and orchestrates resource advocacy for CDR USSPACECOM’s required capabilities.
  • Formulates goals, policies, and procedures and work plans dealing with the development and operation of command-wide systems to include their capability functions and activities.
  • Establishes and maintains effective working relationships internal and external to USSPACECON. Represents the Command at meetings with the DoD Services, Joint Staff, OSD, Acquisition Agencies, Industry partners, other COCOMS, and other agencies.
  • Formulates recommended positions, and prepares the Commander, Deputy Commander and other USSPACECOM senior leaders for Congressional Testimony, Hearings, and member meetings.
  • Responsible for ensuring annual submission of CDR Integrated Priority List is developed, coordinated and submitted.
  • Responsible for ensuring Command participation in Program Budget Review process, working with the Services to fully define USSPACECOM capability requirements.
  • Supports activities across USSPACECOM’s Components and Headquarters’ staff to draft responses to Congressionally mandated reports and inquiries.
  • Assesses Congressional Member and Staff requests for information, and serves as the Command-lead for planning, coordination and execution of responses.


Key Skills & Abilities:

  • Mastery knowledge of DoD Planning, Programming, Budgeting and Execution (PPBE) system, its process, products, terminology, guidance documents and application to Combatant Commands. Extensive knowledge of Congressional, DoD, and Service financial procedures, regulations, precedents, policies and guides.
  • Ability to design and conduct complex studies, prepare solutions, present information in high-level, sensitive environments, promote good public relations; and negotiate complex issues.
  • Expert knowledge of the Joint Capability Integration and Development System (JCIDS) processes, products, terminology, documents, and application to Combatant Commands.
  • Thrive in fast moving environment with quick turn suspense's. Ability to resolve day-to-day issues as they pertain to the execution of the Combatant Command’s Plans.


Qualification Requirements:

  • 2 years experience at the next lower broadband/grade level (or equivalent) in performing duties and responsibilities of the position outlined above.
  • Minimum of a bachelor’s degree; master’s degree desired.


Conditions of Employment:

  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)
  • Position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Occasional travel away from the regular duty location may be required.
  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
