Job Description:
Program Specialist VI
This position performs advanced policy and administration work related to ensuring continuity of care for individuals experiencing mental health challenges, facilitating their transition to a community setting and other activities related to continuity of care across crisis, adult mental health, and forensic programs. Work involves providing leadership, developing, analyzing, and revising programs that benefit continuity of care and access to outpatient mental health services. Work includes facilitating activities to promote effective program design and implementation. This position is also responsible for enhancing coordination across local mental health serving systems, empowering individuals with complex, unmet needs to successfully reside in their community of choice and to improve their quality of life and functioning.

This position will provide leadership and subject matter expertise related to the development and implementation of projects that serve individuals who are transitioning back into the community and may have a mental illness, substance use disorder, are justice-involved, and co-morbid medical condition(s). This position will frequently interact with Local Mental Health Authorities, Local Behavioral Health Authorities, State Hospitals, HHSC-funded Crisis Facilities, Community Mental Health Hospitals, substance use providers, mental health deputies, and other local entities. This position is responsible for helping Local Mental Health Authorities and Local Behavioral Health Authorities and non-profit organizations support comprehensive, data-driven mental health systems that promote wellness and recovery through diverse local provider networks.

This position must be able to analyze data, identify trends, monitor expenditures and performance measures, hold grantees accountable, and escalate concerns to management.
This position will implement evidence-based practices to support Texas Resilience and Recovery model, revise statewide guidelines and performance contract, create policy interpretation memos, and facilitate statewide conference calls. This position will work with the program performance team to monitor continuity of care across the system and make IT improvements to enhance continuity of care and establish technical assistance. This position requires strong analytical and writing skills. The position may involve developing Texas Administrative Code Rules, policies and regulations, and contracts related to continuity of care.

May serve as a lead worker providing direction to others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Strong writing skills and attention to detail are required.

Essential Job Functions:
Oversees the administration of continuity of care projects and programs that impact individuals with mental health needs who are transitioning to a community setting. Routinely provides timely and accurate technical assistance and appropriate troubleshooting to internal and external representatives. Consults with service providers and grantees to assist with program management, project implementation, budget development, invoices, and supporting documentation. Consults with providers to identify opportunities for relevant training. Responsibility includes providing routine and targeted technical assistance for continuity of care, in Texas’ local communities and providing assistance for individuals transitioning into the community setting. Oversees development and implementation of trainings related to continuity of care. (20%)

Responsible for assisting with the overall administration of continuity of care programs, including the transition support specialist program. Responsible for day-to-day management of grant projects and monitoring projects’ progress toward meeting performance outcomes, and for oversight of providers’ progress related to project expenditures on an ongoing and consistent basis. Tracks, collects, and analyzes monthly and quarterly expenditure and performance data and information to assess provider progress. This position will analyze data trends to inform routine and targeted technical assistance and provide effective contract monitoring. Tasks also include monitoring adherence to contract requirements, performance measures and review and tracking expenditures that are in the scope of the project requirements. This position will inform technical assistance and escalate concerns to the Adult Mental Health Manager. Coordinates and represents the grant program the development of procurement and contracting activities related to grants, including solicitations such as Needs and Capacity Assessments, Request for Proposals and Request for Applications and solicitation development, planning meetings, and timelines. (30%)

Participates in the development and implementation of program systems, processes, procedures, and forms to ensure the success of grant projects and overall program improvement. Coordinates with internal representatives to develop and implement quality assurance processes; identifies program areas needing change and makes recommendations for improvement. Provides guidance to internal and external representatives regarding program policies, procedures, and best practices in alignment with the Texas Recovery and Resilience model. Consults with internal agency representatives to ensure program compliance with applicable requirements, regulations, policies, and procedures. (20%)

Drafts and coordinates procedures, information and communication related to assigned projects which may include legislative responses and reports, public presentations, correspondence, and memoranda for internal and external representatives. Represents program at meetings as directed, attends conferences, and briefs leadership. (10%)

Coordinates solicitations such as Needs and Capacity Assessments, Request for Proposals, and Request for Applications and solicitation development, planning meetings, and timelines. Ensures programs adhere to applicable state and federal grant and contracting requirements, and agency policy and procedures. (10%)

Coordinates with appropriate program and agency staff to conduct program monitoring plans, including in-depth data analysis to inform programmatic adherence to Texas Administrative Code and policy, the programmatic scope of contracts, and successful program implantation. Program monitoring plans may include risk-based analysis of programs in order to inform corrective actions, training, or targeted technical assistance plans for providers. Escalates issues in a timely manner to the Unit Manager. (10%)
