Job Overview:

The Texas Department of Aging & Disability Services is seeking exceptional candidates for two Program Specialist VI roles within the Medicaid and CHIP Services Program Policy team. These positions will report directly to the Manager of Program Policy in the Office of Policy.


Available Roles:

ROLE 1:
Medicare-Medicaid Policy Consultant (Program Specialist VI).

This role acts as the primary staff member for significant Medicaid managed care initiatives, including the Texas Dual Eligible Integrated Care Program, state-contracted Medicare Advantage Plans, and Dual-eligible Special Needs Plans, along with Medicaid wrap-around services for beneficiaries eligible for both programs.

This position will also emphasize the enhancement of integration between Medicare and Medicaid for individuals who qualify for both services.

ROLE 2:
Medicaid Policy Specialist (Program Specialist VI).

This role will lead a team focusing on specialized areas concerning Medicaid and CHIP managed care policy.

Responsibilities include conducting advanced consultative and technical work related to the planning, development, implementation, and maintenance of these policies.

Additionally, the Policy Specialist will provide expert guidance to agency personnel, governmental bodies, community organizations, provider groups, and the public.

The selected candidate may also take charge of the ongoing management of complex program initiatives.

Both roles will collaborate closely with internal and external stakeholders and will engage with staff responsible for other Medicaid and Medicare programs and services.

The positions are expected to evaluate Medicaid and/or Medicare laws and regulations as they pertain to program matters and produce high-quality, well-articulated documentation.

Key Responsibilities:

(25%) Oversee the analysis, development, implementation, and documentation of federal and state legislation and regulations. Provide guidance in the creation of policy development, legislative analyses, research papers, reports, and responses to stakeholder inquiries.

(25%) Collaborate with internal and external stakeholders to develop, implement, and manage projects or special initiatives related to programs and services for individuals enrolled in Medicaid and CHIP services.

(20%) Establish, facilitate, and participate in multiple workgroups and committees. May provide training to internal staff and external entities.

(20%) Prepare and approve high-quality written materials, including program and project updates, executive memos, presentations, legislative reports, rules, waivers, and state plan amendments.

(7%) Lead coordination efforts and consult with internal and external stakeholders, keeping supervisors informed of relevant issues.

(3%) Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:
Knowledge of Medicaid, Medicare, or long-term services and supports (LTSS).

Skills in:
