Job Description:
The Identity and Access Management Manager VI position reports to the Director of Identity and Access Management (IAM), which provides leadership to software development staff that support the HHS Identity and Access Management systems. Requirements for this position include expert knowledge of programming languages, software development life cycle, understanding of network management, cybersecurity, database administration, system integration, cloud computing, virtualization, and IT project management, and the capability to lead a team toward desired business visions and outcomes proactively. Must accurately manage a large resource budget for its designated area.
This position is responsible for continuously improving HHS IAM platforms to conform with industry standards and customer requirements, including evaluating new software and determining if it's suitable for the team's needs and familiarity with emerging technologies and trends, such as artificial intelligence and machine learning, zero trust, role-based access controls, and the Internet of Things (IoT). The person in this role will be able to draft and maintain standard operating procedures based on industry best practices for software development. Duties also include managing, overseeing and developing highly technical staff members, including prioritizing resources and projects, monitoring and documenting staff performance and engaging with the customer base to ensure all requirements have been met.

Provides leadership, management, and oversight to diverse, highly skilled technical and professional staff charged with developing, deploying, maintaining, supporting, enhancing, and managing software and information systems for Identity and Access Management, including access management and identity governance tools. Knowledge of programming languages and can review developer code to ensure design and user experience consistency for to-be-deployed applications and facilitate in resolving code-related issues. (20%)

Oversee development activities of production of custom software systems, existing and incoming applications, and statewide interagency interfaces to ensure they meet architectural design requirements and identify potential problems before implementing new hardware or software solutions. Leads root cause analysis (RCA) of issues to identify enhancements for continuously improving operational processes to support existing applications better. Proficient in one or more of the following items: network management, cybersecurity, database administration, system integration, cloud computing, virtualization, and IT project management. (20%)

Design and direct the planning, implementation, coordination, monitoring, and evaluation of access management policies and standard operating procedures and monitor their compliance within and outside of IAM. Analyzes materials and responds to internal and external audit staff on IAM's implementation of access management security policies and procedures. (15%)

Promotes teamwork, professional collaboration, and a spirit of partnership with IT (Information Technology) staff, key customers, and stakeholders. Develops employee skills and builds staff expertise through technical guidance, coaching, mentoring and succession planning. Fosters teamwork and builds relationships that promote a healthy working environment by providing leadership to complete work goals and assist staff with job tasks to achieve high productivity levels that best serve IT's customers. Responsible for evaluating new software and determining if it's suitable for the team's needs and familiarity with emerging technologies and trends, such as artificial intelligence, machine learning, and the Internet of Things (IoT) (5%)

Oversees the programming, testing, and deployment of applications. Effectively manages the assignment of technical staff, establishing performance plans, providing constructive criticism, ensuring adequate training is available, developing and implementing knowledge transfer plans, and filling highly technical vacancies as required. (5%)

Responsible for accurately maintaining the department budget for staff, services, and product licenses. Capable of providing recommendations on cost savings. (5%)

Identifies and addresses critical success factors and risks; and meets with customers to ensure software products comply with established business requirements and function as specified in complex integrated environments. (5%)

Performs negotiations; resolves conflicts; makes presentations; and communicates technical information to all levels of management, customers, technical and non-technical staff. (5%)

Conducts orientations; coaching; and cross-training with multiple staff members regarding highly complex topics, such as elements of the project management life cycle, system development life cycle, and application contract oversight requirements. (5%)

Knowledge Skills Abilities:
• Knowledge of the principles, practices, and techniques of access management
• Knowledge of information security standards, controls and information security best practices.
• Knowledge of identity and access management concepts, such as SSO, role-based access control, and identity federation.
• Knowledge of automation concepts, tools, and scripting languages (e.g., JavaScript, PowerShell etc.)
• Knowledge of the IT Infrastructure Library (ITIL) framework to establish an IT Service Management environment
• Strong understanding of authentication protocols like SAML, OAuth, and Kerberos.
• Experience providing leadership/guidance/mentorship (direction setting and articulating, consensus building, conflict mediation, diplomacy, etc.)
• Skills in managing multiple customers and technical staff, including building consensus and mediating compromises when necessary.
• Skills in critical analysis, decision-making, and ability to act strategically and proactively.
• Ability to troubleshoot technical issues related to identity and access management.
• Ability to build relationships with other organization members, such as the security team, the IT team, and other business users.
• Strong verbal and written communication skills and a keen ability to develop recommendations and presentations suited for various levels of leadership and decision-makers
•Ability to organize, direct, and manage large, complex technology software development environments, multiple concurrent projects, and large groups of diverse technical professionals.
• Ability to identify problems, evaluate alternatives, and implement effective solutions.
• Ability to interpret data and develop effective operating procedures
• Ability to work under pressure, prioritize tasks, and meet deadlines.
