Job Summary

Loudoun Countys Department of Family Services (DFS) is seeking qualified applicants for the Program Manager of Community Services position.

This position provides direct supervision of the Community Support Services Team and Homeless Assistance Team Leaders and shares matrix supervision of the Community Services Program Assistant. The Community Services Program Manager is responsible for the monitoring of the contracts and operations of the Homeless Services Center located in Leesburg, and the Drop-In Centers located at Leesburg and Sterling.

The Program Manager is also responsible for monitoring the contract and operations of the Hypothermia Prevention Shelter from mid-November through March. Other responsibilities This position requires an individual with strong interpersonal and communication skills as well as the ability to function effectively and efficiently in a fast-paced, work intensive environment. The position is based in our Leesburg office but may require work from other locations as needed. Standard hours are 8:30 to 5 , Monday through Friday, with some flexibility required to meet programmatic needs.

Key Responsibilities:

Evaluates programs effectiveness and recommends changes. Anticipates the need for procedural and policy changes based on changing needs of community. Monitors and approves appropriate expenditures in several program areas. Responsible for interpretation and implementation of complex Federal and State mandates, policies and procedures as well as local requirements, manage large budgets and serve as contract manager. Manage and recommend personnel actions including, but not limited to, interviewing and hiring staff and administering the performance assessment process. Responsible for the monitoring of the contracts and operations of the Homeless Services Center, located in Leesburg, and the Day Drop-In Centers located at Leesburg and Sterling. Monitors the contract and operations of the Hypothermia Prevention Shelter from mid-November through March Ensure compliance with federal, state, and local laws and regulations. Be available to serve Emergency Function 6 role, ensuring timely and effective response to crisis situations. Advocate for clients' rights and connect them with appropriate resources and services. Complete necessary federal, state, and local planning and reporting requirements. Ensure accurate and timely data entry into required systems. Analyze collected data to identify trends and to utilize short and long term strategic planning for the units. Conduct community presentations and serve as a resource to clients and the community in areas of expertise. Inform clients of related services programs, rules, regulations, and their rights to participate. Hiring salary will be commensurate with experience.

Minimum Qualifications

Bachelors degree in a field related to the assigned program or department five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

Preferred: Masters degree in Social Work, or a related field. Experience working in local government or a department of social services. Bi-lingual skills in Spanish and English. Contract/Grant-writing experience. Knowledge of laws and regulations as applied to assigned areas. 

Job Contingencies and Special Requirements

Successful candidates must be available to work primarily day shift, nights, and scheduled weekends and holidays.
This position is required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency (, weather, transportation, disaster).
Candidates may also be required to work and may be assigned to an alternate worksite(s) within the county to carry out duties that support operational needs.
Obtain specific training as required or desired for the assigned area.
Successful candidates will undergo CPS, Credit, Criminal, and DMV checks.
The candidate must possess and maintain a valid resident driver's license (driving records may be reviewed annually for continued qualification).
