Position Summary

The Security Program Manager is tasked with the development and execution of a comprehensive security strategy that adheres to the NISPOM (32 CFR Part 117) and relevant regulations. This role involves collaboration with security authorities, executive leadership, and staff to ensure effective security measures are in place.

Work Environment

This position is primarily remote, with occasional requirements for in-person attendance at annual meetings or inspections.

Key Responsibilities

  • Possess extensive knowledge of governmental security protocols for safeguarding sensitive and classified data, ensuring alignment with client policies and contractual obligations.
  • Serve as a consultant to management regarding security-related matters and challenges.
  • Facilitate personnel security clearance processes, ensuring that cleared staff receive comprehensive training initially and on an ongoing basis.
  • Conduct security orientations for new hires, covering essential topics such as badging, clearance protocols, fingerprinting, reporting obligations, terminations, and debriefings.
  • Initiate Background Investigations (BIs) and CV Updates utilizing current record systems (e.g., DISS and NBIS), and manage fingerprint submissions (Fieldprint and SWFT).
  • Demonstrate proficiency with various security databases including DISS, NCAISS, NISS, NBIS, e-APP, STEPP, and CDSE.
  • Handle visit requests, TASS Forms, and System Access Requests efficiently.
  • Evaluate contracts, task orders (TOs), and DD 254s for security implications, providing guidance on the relevance and feasibility of security requirements.
  • Draft SubK DD254s and monitor Prime and DD254s issued to the organization.
  • Review Requests for Proposals (RFPs) and Statements of Work (SOW), offering insights to aid in the preparation of proposals for classified contracts.
  • Compile and submit sponsorship documentation to the Defense Counterintelligence and Security Agency (DCSA) for facility clearances and joint ventures of subcontractors, as necessary.
  • Oversee the reporting of all security incidents, violations, personnel reporting requirements, and foreign travel.
  • Act as the primary point of contact for all communications with government clients and DCSA regarding Security Inspections, preparing for and supporting government audits and reviews of the security program.
  • Collaborate with the Assistant Facility Security Officer (AFSO) and Project Managers to coordinate contract-specific training, visits, and reporting requirements.
  • Prepare detailed reports of facility assessments and self-inspections for the annual self-inspection certification to DCSA.
  • Perform additional duties as assigned.

Qualifications

  • A minimum of five years of experience in a Facility Security Officer role.
  • A Bachelor's degree.
  • Completion of CDSE FSO Certification.
  • Familiarity with CFR 32 Part 117 (National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and associated industrial security regulations).
  • Experience with government systems (DISS, NCAISS, e-APP, NBIS, and SWFT databases).
  • Must be a US Citizen.
  • Possess an active TS clearance.
