Job Summary

The Loudoun County Department of General Services (DGS) is seeking an experienced Water Programs Division Manager with a background and strong interest in planning, managing, directing staff, and budgeting for medium to large-scale environmental projects and programs related to storm water, water quality, dam safety, and localized flooding improvements. This position will also oversee an existing water and wastewater program that assists communities needing help with this basic resource.

Working as a team, you will develop and manage water quality restoration projects and be responsible for overall storm water system maintenance, pursue grant funding opportunities, oversee assignments and consultant studies, and develop capital improvement projects for the Water Programs Division. This Division is responsible for the County MS4 (municipal separate storm sewer system) and TMDL (total maximum daily load) State and Federal program requirements to include planning, budgeting, and proper maintenance of the County storm water system, including illicit discharge and public education and outreach. The position will also be expected to provide leadership to the County's emerging dam safety program and assist residents with localized flooding concerns.

The successful candidate will provide leadership and direction for a diverse team of professionals by managing the planning, organization, budget, and oversight of these efforts and would be expected to communicate regularly with local, state, and community partners as well as prepare and deliver professional presentations on these topics.

The Water Programs Division Manager, with the help of the Assistant Director, will administer, track, and be expected to report regularly to the Board on program efforts as well as track an annual program budget for these efforts.

Hiring Salary Commensurate with Experience 

Minimum Qualifications

Master's degree in an applicable Natural Resource or Environmental discipline, Public Administration, Business, or related field; four (4) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role, preferably in a government setting; or equivalent combination of education and experience.

The following are preferred qualifications:
Professional experience in project management
Professional/management certifications in areas related to water or natural resources such as Certified Environmental Professional and/or Project Management Professional certification (PMP)
Active membership in job-related professional organizations 

Job Contingencies and Special Requirements

Must possess a valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).

Employment is contingent upon successful completion of criminal, credit, and DMV record background checks.

Subject to recall or being held beyond scheduled workday. Must be available to respond to County emergencies 24/7 as directed in accordance with Department policy and written or verbal directive. This position is considered essential.

This position is eligible for partial telework in accordance with the County's Telework Policy.
