Position Summary

This pivotal management role aligns departmental services with strategic objectives while adhering to all applicable federal, state, and local regulations. The Program Manager oversees and supports a team responsible for receiving and validating reports, investigating allegations of child maltreatment, and delivering in-home services to families at elevated risk of abuse or neglect in a 24/7 operational framework.
Throughout the assessment, investigation, and intervention processes, evidence-based decision-making tools, family engagement strategies, and a trauma-informed approach are employed.

Reporting to the Assistant Director and collaborating with fellow middle management, this position provides essential leadership and oversight for the Child Protective Services program.

Key Responsibilities include:

  • Delivering direct clinical and administrative supervision, mentoring, and coaching to supervisors and staff.
  • Developing and executing administrative and operational strategies for program enhancement, quality assurance, and improvements.
  • Overseeing and managing the program budget and financial expenditures.
  • Monitoring and assessing program outcomes to ensure compliance with relevant policies and procedures.
  • Managing contract invoicing, service outcomes, effectiveness, incident reporting, and discharge planning.
  • Establishing and communicating performance expectations.
  • Leading recruitment, hiring, training, and talent retention efforts.
  • Providing quarterly performance feedback and conducting annual evaluations.
  • Implementing best practices and evidence-based methodologies.
  • Collaborating with other programs, human services agencies, and community organizations to address unmet needs.
  • Responding to inquiries from senior management, clients, community members, and officials.
  • Representing the agency on local, regional, and state committees.
  • Managing grant applications and reporting.
  • Acting as a designated lead during mass emergency responses.

Successful candidates must be available for duties beyond standard work hours, including nights, weekends, and holidays, as necessary. This position is classified as essential personnel and may require attendance during countywide emergencies, regardless of the nature of the situation.

Qualifications

Candidates should possess:

  • A comprehensive understanding of the human services system, with specialized knowledge in at least one area related to Child Protective Services.
  • Leadership experience in a collaborative team environment.
  • Familiarity with a family services system of care philosophy.
  • Knowledge of governmental structures and regulatory functions.
  • Strong critical thinking and creative problem-solving abilities.
  • Proven ability to establish and maintain effective working relationships across diverse roles.
  • Excellent organizational and time management skills, with the capacity to prioritize and manage competing tasks.
  • Strong verbal and written communication skills, adaptable to various audiences.

This position is eligible for a hiring bonus in accordance with the County's Hiring and Retention Bonus Program. Salary will be determined based on experience.

Minimum Qualifications

A Bachelor’s degree in a relevant field and five years of related experience, including one year in a supervisory role, or an equivalent combination of education and experience.

Preferred Qualifications

  • Current licensure or eligibility for licensure in Virginia as a LCSW or LPC.
  • Experience in interpreting and ensuring compliance with complex policies and regulations.

Additional Requirements

  • A criminal background check is mandatory. Depending on the program area, a credit and/or DMV check may also be required.
  • For licensed programs, requirements include fingerprinting, TB testing within 30 days of hire, passing a Child Protective Services check, and obtaining First Aid/CPR certifications within four months.
  • Some programs may have additional legal requirements or certifications that must be met prior to or during the probationary period.
  • Responding to community crises as directed is also a requirement.
