Introduction

Loudoun County Office of Emergency Management is seeking a detail-oriented, innovative, and analytical team player for the Security Program Manager position. An ideal candidate should be a known problem-solver, collaborator, effective communicator, and thrive in a fast-paced, results-oriented environment. This position provides leadership and oversight of the Countys corporate security staff and contract resources; provides training and resources to internal county agencies to enhance the security of county workspaces; oversees program budget and delivery of program services; maintains compliance with policies, procedures and processes, related laws, regulations, ordinances, best practices, and industry standards; maintains program records, and analyzes programmatic return on investment. 

Job Summary

This position reports directly to the Safety & Security Program Administrator and is responsible for, but not limited to, the following duties:

In consultation with the Safety and Security Program Administrator, this position is responsible for the Countys corporate security program management to include defining of goals, objectives and performance metrics; ensuring services are delivered in an efficient and effective manner; along with personnel management to include day-to-day supervision, coaching, and mentoring of both staff and contract resources. Assists with the development and management of division budget and contract management. Ensures the development and delivery of required security training programs and exercises; consults with stakeholders; represents the organization at internal and external meetings; and serves on local, regional, or state committees and working groups. Manages the development, implementation, and maintenance of facility emergency plans and associated training and drills. Maintains accurate records and metrics vital to the administration of the Countys security program and manages contracts to supplement, deliver and assess county security programs. Responds to urgent situations, both planned and unplanned, at County facilities to assist with the implementation of plans, policies, procedures, and processes and makes appropriate security recommendations. May be assigned to leadership/support positions within the Emergency Operations Center during activation. The ideal candidate will be a highly effective communicator capable of conveying complex information in a clear and concise manner; have the ability to develop, implement, and maintain a variety of security related plans, policies, and procedures; and possess the skills requisite to provide day-to-day supervision, professional development, coaching and mentoring of assigned security specialists and contracted personnel. 

Hiring Range:
$75, $104, (salary commensurate with education and experience)

Minimum Qualifications

The Security Program Manager position requires a bachelors degree in a related field such as workplace safety and security, occupational safety, security operations, public safety or a related field; five (5) years of related work experience in occupational health and safety, loss prevention, security, or public safety including one (1) year in supervisory or team lead experience; or equivalent combination of education and experience.

This position requires a valid drivers license and will undergo a criminal background and Division of Motor Vehicles record check.
