Introduction

Job Summary

The Human Resources Program Manager will oversee the recruitment and hiring process, manage HR administrative and payroll functions for MHSADS, support employee relations activities, implement personnel policies, and act as a liaison between employees and management.

The HR Program Manager will:

Oversee full life cycle recruitment processes including hiring, sourcing, guidance on selection, interview panels etc. Provide advisory services to managers, supervisors, and employees on employee relations issues and performance management. Support various employee relations activities such as conducting investigations and supporting performance management. Support Departmental activities related to collective bargaining. Conduct Employee Investigations and prepare Investigation Summaries. Manage onboarding and offboarding activities. Oversee payroll processing, ensuring timely and accurate processing of all payroll-related activities. Oversee background check process and maintenance of MHSADS personnel files. Maintain up-to-date knowledge of employment-related compliance laws and regulations. Oversee the support and administration of Family Medical Leave, Paid Family Leave, long and short-term disability and workers compensation insurance claims. Maintain knowledge of HR trends, best practices and regulatory requirements. Educate employees and managers on HR-related topics. 

Minimum Qualifications

Bachelor's degree in Human Resources Management or related field; two (2) years of related HR work experience; or equivalent combination of education and experience.

Preferred: Proven experience in HR, particularly in managing recruitment, payroll, employee relations. Well-practiced and confident in coaching, providing feedback to, guiding, and challenging leaders at all levels. Ability to lead through influence and collaboration with a track record of contributing to a positive team environment. Proven ability to facilitate training to both individuals and groups. Expertise in project management. Knowledge of benefits, including FML, Disability, Paid Family Leave, Annual, Sick and ability to provide guidance on coordination of leave benefits. Demonstrated experience partnering with and creating impact in a Behavioral Health setting is a plus. Experience in successfully identifying and using data & insights to build a case for an initiative or actions that impact business performance.  Hiring Salary is commensurate with experience.

Certification, License and Special Requirements:
Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). DMV, Criminal and credit background checks required. Positions in public safety agencies may require fingerprinting and polygraph examination. Prefer Human Resources professional certification appropriate to the area of assignment.
