Company Description

Treasure Island (TIDA)

is the City agency charged with implementation of the development program in partnership with the private developer, Treasure Island Community Development (TICD). TIDA supports TICD in the design permitting, construction of public infrastructure required of the program and in the permitting, inspection and occupancy of market-rate housing. TIDA is also charged with the development, in partnership with affordable housing developers and operators, of numerous affordable housing sites and with the ownership and operation of the program’s future parks and open spaces.

The Treasure Island development program includes the development of 8,000 new homes; over 500,000 square feet of retail and office space, 290 acres of new parks; new streets, utility infrastructure, and public facilities; and geotechnical improvement measures and sea level rise adaptation strategies. Three sub-phase areas are currently under development on Treasure Island and Yerba Buena Island, and more than 1,300 new residential units are scheduled to be completed within the next three years.

TIDA is recruiting for one (1) Temporary Exempt (TEX) 9774 Senior Community Development Specialist I position for three years. This Senior Community Development Specialist I will join TIDA in supporting the equitable development of Treasure Island and Yerba Buena Island. This position will work on community strategies in collaboration with TIDA staff, other City agencies, private and nonprofit developers, and the on-island nonprofit, One Treasure Island.

Appointment Type: Temporary-Exempt. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, , and incumbents serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.

The Opportunity
The 9774 Senior Community Development Specialist I for TIDA will be responsible for the development of community strategies on Treasure Island and Yerba Buena Island that are grounded in community engagement. This staff will serve as a community liaison, support community development activities, and advance the equitable development of the islands and community priorities.

Essential duties include but are not limited to:

Use a people-centered and capacity building-approach for long-term engagement on island issues, including TIDA’s transitional housing commitments. Collaborate with communities to address housing, open space and land use needs. Through this public participation process, encourage community planning and self-determination that celebrates and strengthens the unique cultural and ethnic identities of residents.Support TIDA and One Treasure Island in coordinating efforts with community stakeholders for the ongoing work of the development and housing as envisioned in the DA, DDA, and San Francisco General Plan.Provide technical assistance to community groups and translate complex policy concepts into an accessible format for the public-at-large.Strengthen the relationships between the City and community stakeholders and promote a healthier, safer, resilient, and economically vibrant development.Facilitate regular community and housing focused meetings as necessary including managing logistics such as scheduling, organizing materials, inviting appropriate city department representatives and participant outreach and communicationAttend and assist as needed with housing and community meetings. Advance Equity Initiatives in coordination with City staff and the on-island nonprofits. On behalf of the Treasure Island Development Authority (TIDA), coordinate community-based, community-oriented, and community-serving initiatives, including family and youth initiatives and programs of other City agencies serving Treasure Island; partner with island-based nonprofit, One Treasure Island, to identify and address community needs including services, programs, and assigned, represent the TIDA or the TIDA Director at various meetings of special interest groups, including citizen advisory committees, community groups, neighborhood organizations/associations, community-based organizations, civic organizations, and other organizations to seek input and explain the programs, activities and services of TIDA; organize and convene community meetings and focus groups; advise the TIDA Director and other TIDA staff regarding the concerns of these organizations; communicate with these organizations on a regular basis.Participate in efforts to foster community, promote racial equity, and assure mixed-income inclusion as the Treasure Island & Yerba Buena Island neighborhood grows and evolves; facilitate community input relating to various aspects of the development as liaison with the Office of Racial Equity, leads development of baseline equity indicators and, monitors agency performance.Advocate in partnership and on behalf of the Treasure Island community for funding for resources, staffing, and more at the city level.Collaborate with City agencies, community organizations, neighborhood stakeholder groups, residents, businesses, and other community representatives to support implementation of critical projects and increase of community knowledge and collaborate with other TIDA staff. Develop and Deliver Effective Department Communications Plan, develop, and implement a proactive community relations/public information program, including community outreach and consultation, and assessing the effectiveness of the department's community relations and public information activities.Coordinate communications between TIDA, One Treasure Island and the private principal developer for the islands, Treasure Island Community and coordinate TIDA’s response to public information requests and general inquiries; manage media relations activities; may supervise the preparation and dissemination of press releases, responses to the public or media, and facilitate the coverage of the development program and/or TIDA activities in various staff, management, public, interested organizations and community groups. informed of department activities by attending or conducting meetings, contacting individuals and groups, and issuing information to the press, radio, television, magazines, trade publications, social media and other communication media; respond to questions and requests from these various represent the department before the TIDA Board of Directors, at Board of Supervisors meetings or committee hearings, Citizen Advisory Board meetings, and other public presentations; prepares correspondence for the TIDA Director and other managers; develops community and business outreach strategy to support TIDA’s legislative and policy agendas; advises staff and management of public relations implications on proposed assigned, coordinate with City Administrator’s communications staff, briefs stakeholders and elected officials on the development obligations, goals, and requirements of the Treasure Island TIDA social media accounts and manage and update TIDA website content.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Strong written, presentation and public-speaking skills and ability to effectively convey and present complex information clearly to diverse communities, audiences and city staff, including community organizations, elected officials, residents, developers, property owners and the general public.
