STATEMENT OF DUTIES

General Statement Of Duties:
Leads the Human Resources (HR) Division of the State Court Administrator's Office for the Colorado Judicial Department and assists the State Court Administrator in the operations and strategic direction of the Judicial Department.

Distinguishing Factors:
The Director of Human Resources classification is distinguished from other classifications by providing the administration and overall leadership to the Human Resources Division for the Colorado Judicial Department.

The Colorado Judicial Department is seeking a dynamic Director of Human Resources with exceptional leadership skills to guide the HR Division with vision and strategic insight. The ideal candidate will be a forward-thinking individual, proficient in managing diverse HR functions within the administration department and providing comprehensive support to the entire Judicial Branch.

ESSENTIAL FUNCTIONS

Responsible for the management of the Colorado Judicial Department’s personnel system and programs managed by the Human Resources Division including employee relations, training and leadership development, compensation/total rewards, performance management recruitment and retention, HR data and payroll.

Creates and implements rules, policies, procedures, and programs necessary to the operation of the Judicial Department; communicates and gathers input from appropriate agencies and staff and reviews results; facilitates collaboration from all departments involved.

Administers and participates in legal issues related to employment, such as grievances, appeals and lawsuits. Proactively attempts to reduce liability in this area.

Advises administrative personnel, judges, and supervisors regarding the proper application of federal and state laws, rules, and policies to specific employee situations.

Establishes the strategic direction, goals and priorities for the division and assists with the development of strategy, goals and priorities for the Judicial Department.

Prepares and oversees budget items within the department to achieve departmental goals. Presents oral and written justifications on budgetary items before the State Court Administrator.

Conducts research to remain knowledgeable of industry standards, trends and emerging technologies to support new initiatives, opportunities, and best practices.

Participates in the overall operations and management of the Judicial Department and the State Court Administrator’s Office as a member of the State Court Administrator’s Senior Staff.

Build and lead management teams within the Human Resources division.

Consults and collaborates with various levels of Judicial Branch employees, other state agencies, members of the general assembly and staff, the public, press, attorneys, private vendors, and corporate entities to facilitate the strategic direction, goals and objectives of the division and Judicial Department.

Responsible for developing and implementing procedures for managing and maintaining all division functions.

Establishes expectations and provides employee performance feedback on an on-going and annual basis. Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings. Makes decisions regarding subordinate's employment probationary/trial period.

Provides orientation and on-going training, mentoring and coaching to existing subordinates. Makes provisions for subordinates to attend outside training.

Assigns duties and responsibilities to division staff; develops and establishes procedures for operating and maintaining required administrative systems.

Responsible for recruitment, selection and termination of all division employees.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities:
Manages multiple operations or programs. Plans, provides broad direction, establishes standards, and evaluates operations for diverse programs. Has significant latitude in personnel decisions.

MINIMUM QUALIFICATIONS

Minimum Education:
Graduation from an accredited college or university with a bachelor's degree in judicial, public, or business administration; sociology; psychology; human resources development or related field. Advanced degree preferred. Six years of professional, administrative, supervisory, or management experience is required. Three years of demonstrated executive level leadership preferred.

Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee must occasionally lift and/or move up to 25 pounds.

Work Environment:
This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once. The noise level in the work environment is usually moderate.
