Job Summary: The Information System Security Manager leads the Research Information Security and Engineering team. Oversees and provides direct support to classified and controlled unclassified program requirements. Conducts assessments of systems and networks within the networking environment or enclave and identify where those systems and networks deviate from acceptable configurations, enclave policy, or local policy. Establishes strict program control processes to ensure the mitigation of risks and supports obtaining certification and accreditation of systems and assists in the implementation of the required government policies and regulations.

Conducts assessments of systems and networks within the networking environment or enclave and identify where those systems and networks deviate from acceptable configurations, enclave policy, or local policy, which is achieved through passive evaluations such as compliance audits and active evaluations such as vulnerability assessments. Establishes strict program control processes to ensure the mitigation of risks and supports obtaining certification and accreditation of systems. Remains knowledgeable of Controlled Unclassified Information System requirements. Assists in the implementation of the required government policies and regulations, which may include project management. Develops, recommends, maintains, coordinates, and communicates policies, procedures, and practices governing the usage, maintenance, and security of research information systems within the university. Designs and engineers cybersecurity solutions for research information systems that meet contractual requirements, that utilize recommended cyber security practices, and that meet applicable compliance regulations. Provides security guidance in compliance with NIST SP and Cybersecurity Maturity Model Certification (CMMC). Performs cybersecurity and risk assessments as required for applications, hardware, and systems utilized in research activities, to identify vulnerabilities and correct deficiencies. Develops, maintains, and audits security plans and procedures for research information systems.


Required Minimum Qualifications: Master's degree and four (4) years of IT security experience; OR bachelor's degree and six (6) years of IT security experience; OR associate's degree and eight (8) years of IT experience to include six (6) years of IT security; OR High school diploma or GED and ten (10) years of IT experience to include six (6) years of IT security.


Additional Required Department Minimum Qualifications: Current DoD 8570 IAM Level III or IAT Level III certifications. Must be able to obtain and maintain security clearance at the level of the University's facility clearance. Must be a U.S. Citizen. Advanced training and certification.


Skills and Knowledge: Knowledge of advanced programming, networking, system skills, or security technology. Knowledge of project management methods and applications. Experience with cloud platforms. Knowledge and management of network or system security and vulnerability assessment. Good communication skills. Ability to work closely with internal teams and customers to ensure positive outcomes.


Preferred Qualifications: Supervisory experience. Experience with Azure government clouds (GCC, GCC High, DoD). Experience in higher education or defense research environments. Experience with the following: Enterprise Mission Assurance Support Service (eMASS), DoD Risk Management Framework (RMF), DoD Security Technical Implementation Guides (STIGs), National Industrial Security Program Operating Manual (NISPOM), Defense Counterintelligence and Security Agency (DCSA). Understanding of NIST SP and CMMC.
