Serves as the Program Analyst and technical authority, delegated complete responsibility to define and prepare long-range (5-year) and short-range planning guidance. Establishes strategies and leads the development and implementation of programs and methodologies to capture and assess quantitative and qualitative means to capture and report metrics. Facilitates continuing implementation of the governance process that ensures execution, prioritization, continuous process improvement and evolution of CNMF talent management goals. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Three year trial/probationary period may be required. The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft. The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam. This position has been designated as a Testing Designated Position (TDP). Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, IAW DoD Directive R, JER, dtd 17-Nov-2011. One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement. This position is in the Supervision/Management category at the Expert level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Advising on Department of Defense human resources policies, programs and practices; leading HR strategic planning initiatives, assessing programs, processes and/or procedures, as well as developing and implementing program efficiencies; applying regulations, policies, and authorities to HR Talent Development programs and/or other HR mission areas; collecting, interpreting, analyzing and presenting data; and leading a team of subordinate supervisors.
