Duties
  • To serve as Branch Chief charged with full technical responsibility for planning, analyzing and/or evaluating the risks, benefits, costs, and implications of formally converting ANG personnel and resources across all Air Force mission areas and all Air Force components in different unit organizational concepts.
  • Exercises supervisory personnel management responsibilities.
  • Plans, directs, and manages the Air National Guard Program segment of HQ USAF's mission sets conversions processes and provides oversight, advice, direction, and expert judgment to all assigned unit conversion activities as Lead Conversion Action Officer.
  • Analyses, plans, develops, and manages the Air National Guard Unit Mission Conversion programs information management, training, scheduling, and funding reviews and/or studies for NGB Senior Leadership.
  • Exercises financial management oversight and process efficiency. Manages $70 million annual conversions budget.

    • Must possess a high degree of tact and diplomacy and demonstrated leadership
    • Incumbent must have a broad and extensive knowledge of strategic-level operational missions set activities for long range planning methods, processes, and analytical techniques.
    • Must be able to obtain and maintain a secret security clearance.
    • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

      Qualifications

      In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343.

      SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 grade level, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of concepts, principles, practices, laws and regulations of strategic and long range planning methods, processes, and analytical techniques. Expert knowledge of the missions, roles, functions, organizational structures, and operations that govern and interface with Head Quarters United States Air Force (HQ USAF) customer requirements for identification of force planning, basing and mission conversions issues.

      FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

      KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

      1. Expert knowledge of a wide range of concepts, principles, practices, laws and regulations of strategic and long-range
      planning methods, processes, and analytical techniques.
      2. Expert knowledge of the missions, roles, functions, organizational structures, and operations that govern and
      interface with HQ USAF customer requirements for identification of force planning, basing and mission conversions
      issues.
      3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues
      or problems concerning the efficiency, effectiveness, and program operations of ANG unit mission conversions
      issues and activities.
      4. Skill in establishing and maintaining effective working relationships and diplomacy and tact to and maintain
      effective working relationships within and outside the organization.
      5. Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes
      controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact,
      courtesy, and diplomacy.
      6. Skill to plan events/milestones and forecast impacts and expenses for complex mission and/or equipment changes
      in use of effective analytical and evaluative methods to accurately assess information and make sound planning level
      decisions.

      PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

      VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
