Job Overview:

The Security Cooperation Program Office (SCPO) within the Naval Air Systems Command (NAVAIR) Sustainment Group and International Sustainment Department (ISD) V45 is tasked with providing comprehensive Life Cycle Logistics (LCL) support services for two Integrated Product Support (IPS) elements catering to both new and existing Foreign Military Sales (FMS) clients.


The Lead Program Analyst will collaborate with various Naval Air Systems Command (NAVAIR) International Program Managers, Case Managers, Assistant Program Managers for Logistics (APML), and Team Leads.

The chosen candidate will utilize their expertise in program development and execution to effectively analyze complex technical and program management challenges, offering insightful and innovative solutions.

Support will be provided to the Case Manager in evaluating and managing all facets of FMS casework in alignment with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), and the International Traffic in Arms Regulation (ITAR), alongside relevant DoD Acquisition policy guidance.

Analysis support will be provided, along with tracking program/project status and schedules in support of the program office.

Key Responsibilities:
Employ analytical techniques to assess program/project objectives.

Evaluate requirements, status, budget, and schedules. Conduct management, technical, or business case analyses.

Gather, complete, organize, and interpret data related to aircraft/weapon/project acquisition and product programs.

Implement government-mandated processes for documentation, change control management, and data management.


Participate in Program Management Reviews, Technical Coordination Meetings, conferences, briefings, and other significant program activities and events as required.

Additional duties may be assigned.

Qualifications:


A Master's Degree from an accredited institution and over ten (10) years of relevant experience in areas related to FMS, logistics, program management, or a technical or business analysis discipline associated with acquisition, life cycle management, analysis, or planning.

Additional work experience may be considered in lieu of a degree.

Experience in Foreign Military Sales (FMS), Logistics, or Program Management is essential.

An active Secret or Interim Secret Clearance is mandatory.

This position is contingent upon funding.

The anticipated salary range for this position is $97,000 - $109,000. However, this is not a guarantee of compensation or salary.

Salary will be determined based on experience, geographic location, and potentially contractual requirements, and may fall outside of this range.
