Job Summary

Since 1789, the Office of the Clerk has served as the official record keeper of the U.S. House of Representatives, and proudly supports the nonpartisan legislative functions of the institution. The Clerk's Office of Art and Archives serves as custodian of the House's unique records and collections.

Description

Full time position in the Office of the Clerk's Office of Art and Archives provides archival services and outreach related to records of the U.S House of Representatives, particularly electronic records. Accessions, verifies, and describes electronic records and manages their transfer, along with related descriptive data, to the National Archives and Records Administration (NARA). Provides expertise in records management and preservation of electronic records to committees, Members, and staff of the House. Works collaboratively as an integral part of a small team in a non-traditional archival setting. Grade level at the time of appointment is determined by experience and designated level of responsibility.

Major Duties
Provides expertise in records management and preservation of electronic records to House committee and Member offices. Accessions and tracks records; processes, verifies, and describes records, including backlogged records.Coordinates and manages transfers of records and creates related descriptive data; works with House and National Archives and Records Administration (NARA) colleagues to standardize and improve descriptive data. Manages access to records; enforces access restrictions and policies.Advises Members, committees, and staff on records directives and provides guidance and instruction on records management best practices and archiving procedures in person, virtually, and through written training materials.Reviews, updates, and develops departmental policies, procedures, and manuals.Participates in institutional working groups and task forces related to electronic records and digital information.Stays abreast of professional developments related to electronic records and develops archival solutions for emerging technologies. Customer service-oriented disposition and comfortable working with staff of varying levels of technological expertise and understanding of archives and records management.Maintains confidentiality in all aspects of the archival process.Understands and supports the services of the Office of Art and Archives, and the Office of the Clerk; works collaboratively with the House Archives team, Office of Art and Archives, and NARA.Accepts performance-based coaching and direction; meets attendance requirements as established by the office, and works a schedule that may include long hours, nights, and weekends when necessary; works well under pressure and handles stress appropriately.Performs other duties as assigned.

Qualifications

Minimum Qualifications

Master's degree in library or information science with a focus in archival management or at least five years archival experience. Ability to perform the major duties described above. Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner. Willingness and demonstrated capacity to learn new approaches. High level of analytical, research, problem-solving, and organizational skill. Ability to work as a member of a team performing shared duties. Detail-oriented with strong writing and communication skills. Ability to exercise discretion and independent judgment in fulfillment of responsibilities.Must be computer proficient and be able to lift objects weighing up to 50 pounds.
