Pay: $40,000.22 annually / $1,538.47 bi-weekly. Current employees will be compensated in accordance with the DCF salary policy.
Your Specific Responsibilities: This position applies Human Resources' Guiding Principles of Excellent service delivery and support to our customers; Enabling our employees to help the vulnerable; Empowering HR to be more innovative; Bringing organization and standardization to the entire Department.
The incumbent in this position has direct access to agency managerial employees and information of a confidential nature which has been determined to relate to employer/employee relations, collective bargaining and/or other personnel issues as defined in s a(4) &(5), F.S. This position requires a high degree of confidentiality.
This is independent professional work in which the incumbent will be responsible for performing a variety of assignments.
Reviews and processes requests for Original, Reassignment, Promotion, Demotion, Lateral and/or Reinstatement Appointments and Separations as well as all payroll actions related to pay changes, name changes, and other miscellaneous actions. Entering approved actions into the People First system by completing a Personnel Action Request (PAR).
Conducts research and analysis regarding the aforementioned appointment and pay actions to provide customer service and assistance to the Department supervisors and managers.
Documents all calls, requests and any required action into the appropriate information system/tracking database. Monitors/tracks ticketed items/actions in system(s) database(s) as required.
Prepares and disseminates correspondence regarding Recruitment and Staffing matters.
Creates and updates Excel, Word, and People First systems, spreadsheets, logs, processes, and documents.
Assists with special projects with responsibility for providing input for developing solutions to human resource issues or concerns. Communicates the Departments concerns and expected results to project teams engaged in researching issues.
Provides guidance/consultation to managers, supervisors, human resources liaisons and applicants.
Interprets policies, procedures, rules and statutes and the ability to apply those interpretations when performing the duties of the position on a daily basis.
Required Knowledge, Skills, and Abilities: Knowledge of computer software including applications (i.e., Outlook, Word, Excel, PowerPoint, etc.). Knowledge of the Agencies and Department of Management Services Personnel rules, policies, and procedures. Knowledge of People First. Knowledge of methods of research tools, personal computers, data collection and analysis. Skilled in business professional written and verbal communication. Skilled in research techniques, analysis, and operating personal computers.
Skilled in time management. Skilled in learning strategies using multiple approaches when learning.
Ability to utilize problem-solving techniques and make independent decisions. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to compose correspondence. Ability to utilize problem-solving techniques.
The position will perform all job tasks in accordance with laws, rules, regulations, policies, and requirements applicable to state and federal laws or procedures.
Qualifications: 1 year of professional or non-professional Human Resources experience
Preference will be given to candidates with:
- 1 year of Recruitment and Staffing experience
- 1 year of experience working for a State of Florida Human Resources Office
- Experience working in the People First system
- Knowledge of Department of Management Services Personnel rules, policies, and procedures as it pertains to recruitment and selection
- Use of Human Resources Information Systems - for example: Footprints or DASH
- Experience with completing appointment action packets, Request for Personnel Action (RPA) forms, or separation packets
Support of knowledge, skills, and abilities should be documented on the application (education, work experience, etc.) and be verifiable as well as demonstrated in the interview.
Hours of Work: Monday - Friday 8:00 am - 5:00 pm (includes one hour lunch)

Background Screening Requirement: It is the policy of the Florida Department of Children and Families that any candidate being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S. No candidate may begin employment until the background investigation results are received, reviewed for any disqualifying offenses, and approved by the Agency. Background investigations shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies. Also, employees are subject to background re-screening at least every five years.
